On Gotland, the authorities are now reviewing preparedness and sharpening vigilance.

The central actor is the county administrative board, which is the highest civilian total defense authority in the county.

- When it comes to cyber attacks, everyone reviews their IT systems, we have done this before and now do too, says Anders Flanking, governor of Gotland.

Safer now

In 2018, the County Administrative Board on Gotland was commissioned by the government to take the lead in designing a new modern total defense.

Since then, work has been done to build a resilience in civil society that is about the island being able to survive independently for 90 days in the event of heightened preparedness and war.

The lessons learned have come in handy now in the "vulnerable situation".

- I am much safer now than I was three years ago when I came here, says Governor Anders Flanking.
