It mainly has the following functions: when a user receives a fraudulent call, text message or logs in to a fraudulent website, it will give an early warning in a timely manner; One-click reporting; users can verify the fraud risk of suspicious netizens’ real identities, social accounts, and transaction accounts through the App, which greatly reduces the risk of online transactions; the App publishes the latest fraud methods of criminals every day, analyzes typical cases, and helps users learn Anti-fraud knowledge, understand fraud routines, and improve the ability to recognize fraud.

  96110 Early Warning and Dissuasion Line

  29 provinces, autonomous regions and municipalities across the country have opened

  On November 8, 2019, the 96110 early warning and dissuasion line was first launched in Beijing, and then extended to the whole country. At present, public security organs in 29 provinces, autonomous regions and municipalities have opened.

  On July 14, 2021, the Ministry of Industry and Information Technology, together with the Ministry of Public Security, further innovated working methods and ideas, and officially launched the 12381 Fraud Early Warning and Dissuade SMS System. For the first time, real-time early warning messages for potentially defrauded users have been realized.   The 12381 system can automatically analyze and discover potential defrauded users based on the number involved in the case provided by the public security organ, using big data, artificial intelligence and other technologies, and send an early warning SMS to the user through the 12381 SMS port to remind the user that they may face "loan" and "credit". 9 types of high-incidence telecommunications network fraud, such as "single rebate", "impersonation of the Public Prosecution Law" and "killing pigs".

  National mobile phone card "one card general check" service

  Dispose of more than 77.6 million fraudulent high-risk phone cards

  In response to the situation that some people's identity information was fraudulently used by fraudsters to handle the phone cards involved in the case, the Ministry of Industry and Information Technology launched the nationwide mobile phone card "one card check" service. As of the end of April this year, the number of user inquiries has exceeded 67 million times.

At the same time, more than 77.6 million fraud-related high-risk telephone cards and 19.3 million industry cards were investigated and dealt with in a centralized manner, and more than 57 million related Internet accounts were cleaned up. The nationwide Internet of Things card was checked and a large number of high-risk cards were fully cleaned up.

  Fraudsters fraudulently use the identity of others to open calling cards, which seriously infringes upon the legitimate rights and interests of users themselves.

The "One-card-check" service has opened up the relevant data of 93 provincial-level basic telecommunications companies and 39 mobile communication resale companies. The masses only need to use their resident ID cards to check their own names through various online and offline channels. The number of national mobile phone cards held, and the dedicated SMS port 10699000 will feed back the results to the reserved mobile phone number within 48 hours, truly realizing unified and convenient query of national mobile phone cards.

  Effectively promote the resolution of account inquiries

  In order to solve the public's demands for inter-bank bank card account inquiry, in December 2021, the People's Bank of China instructed China UnionPay Co., Ltd. to cooperate with commercial banks to pilot the "one-click card checking" function based on the unified banking app Cloud QuickPass to create a unified inquiry method. Provide the public with information such as the number of bank cards, the bank name of each card, the attributes of debit and credit, and desensitized card numbers. On the premise of ensuring information security, it is convenient for the public to directly grasp the bank card information under the personal name and strengthen the management of their own bank cards. .
