SVT meets Mohamad Koulali when he cleans a large DIY store in Växjö.

One of the jobs he does through his employment at Samhall and he enjoys it very much. 

- This is not a boring job and I think I make good money, he says. 

Disability means that he can not do another job 

Statliga Samhall offers work for people with various disabilities.

Mohamad suffers from scoliosis, that is, a curved spine.

It makes his back hurt when he walks, stands or sits for too long.  

- I have tried other jobs, but it does not work.

It's very boring.

However, Samhall offers easier jobs for people with disabilities, he says. 

Can not get a passport

Mohamad came from Syria to Sweden almost seven years ago.

The Swedish Migration Agency assesses that he is alternatively in need of protection and he has therefore been granted a temporary residence permit and a work permit, now no later than October 2023. 

But Mohamad wants a permanent residence permit to be able to apply to become a Swedish citizen - then he could get a passport. 

- Now I can not go outside Sweden, he says. 

Demands stop Samhall employees 

In June 2021, the new Migration Act was hammered out.

Much of the temporary law (added in 2016 after the great wave of refugees) remained.

Among other things, maintenance requirements for obtaining a permanent residence permit.

The income must be both high enough and lasting - requirements that Mohamad Koulali meets.

The reason why he does not meet the maintenance requirements is that his employment at Samhall is considered subsidized.
