  Starting from May 5, 2022, the Chinese Embassy in Sweden will cooperate with relevant domestic notary institutions to carry out remote video notarization pilot projects to provide more convenient notarization services for Chinese citizens in Sweden.

The application method is as follows:

  1. Application Conditions

  To apply for overseas remote video notarization, the parties should meet the following conditions at the same time:

  (1) Mainland residents with the nationality of the People's Republic of China;

  (2) Permanent residence in Sweden;

  (3) The notarial certificate is intended to be used in China, the notarization matters cannot be handled by the embassy, ​​and the parties voluntarily choose overseas remote video notarization;

  Items that can be used for overseas remote video notarization include: declaration, entrustment (including major property matters such as real estate, equity, inheritance, etc.), marital status, nationality, fingerprint, name, birth, death, kinship, ID card, no criminal record , experience, education, professional qualification certificates, signatures on documents with legal significance, seals are true, texts are consistent, certificates (licenses) notarization, etc.

The final decision on whether it can be processed is up to the domestic notary institution;

  (4) It does not violate relevant laws and regulations and other prohibitive provisions.

  Under any of the following circumstances, the notary office will not handle overseas remote video notarization:

  1. Persons without capacity for civil conduct or persons with limited capacity for civil conduct do not have a guardian to apply for overseas remote video notarization;

  2. The party concerned has no interest in the matters applying for notarization;

  3. There is a dispute between the parties regarding the application for overseas remote video notarization;

  4. The parties fabricate or conceal facts, or provide false certification materials;

  5. The proof materials provided by the parties are insufficient and cannot be supplemented, or the supplementary proof materials are refused;

  6. The matters applying for overseas remote video notarization are untrue and illegal;

  7. The application for overseas remote video notarization violates social morality;

  8. The party refuses to pay the notarization fee as required;

  9. Other situations that are not suitable for overseas remote video notarization.

  2. Application process

  (1) Preliminary application:

  1. At present, some domestic notary institutions have carried out overseas remote video notarization pilots. If the parties have any needs, they can contact our embassy.

  2. If the notary institution determines that it can be handled, the party concerned prepares and uploads relevant materials according to the requirements of the notary institution, and makes an appointment to apply.

  (2) Appointment time:

  After the notary office accepts the application, the Embassy will negotiate the processing time with the notary office and the applicant.

  Video notarization:

  Applicants should go to the embassy or the Chinese Visa Service Center in Stockholm at the appointed time with relevant identity documents and application materials. Under the witness of the staff of the embassy, ​​they will conduct notarization business with the domestic notary institution through video, and determine the address and method for submitting the notarization certificate. Wait.

  Pay by mail:

  1. The applicant shall pay notarization fees and other possible fees in accordance with the notarization fee standards: notarization translation fees, translation fees for documents applying for notarization, copy fees, etc.

The embassy does not charge any fees for overseas remote video notarization.

If you apply at the visa center, you need to pay the service fee to the visa center.

  2. After the notarization process is over, the party concerned will mail the materials reviewed by the notary agency in the video link to the domestic recipient designated by the party through our embassy, ​​and the postage will be borne by the party concerned.

After receiving the mailed materials, the notary public will issue a notarial certificate in accordance with the relevant procedures.

  3. Other matters needing attention

  (1) The embassy and visa center will guide the parties to submit written declarations of health conditions and epidemic-related situations, nucleic acid test certificates, etc.

  (2) When applying for a notarization at a domestic notary institution, the party concerned shall truthfully inform and fill in the relevant information of the application for notarization, and the uploaded certification materials must be true, legal and sufficient.

  (3) The notary office will promptly verify the information related to notarization matters and the uploaded certification materials through the sharing of government information resources in accordance with the law.

If the parties do not truthfully fill in the information on the application for notarization, the uploaded certification materials are untrue or illegal, or the relevant information cannot be verified due to limited conditions, the notary office will not handle it.

  (4) The parties voluntarily apply for insurance according to the compensation clauses of the mailing and shipping department regarding the loss or damage of materials during the mailing process. If a dispute occurs, the parties shall negotiate with the shipping department to resolve it.

  (5) If the party chooses to use overseas remote video notarization to apply for a notarization, it is deemed that the party has voluntarily applied for overseas remote video notarization, has read, understood, known, and recognized each of the contents of these instructions, and is willing to accept the corresponding rules. Bear all legal responsibilities and consequences arising therefrom, and exempt the embassy from all responsibilities.

  (6) Due to the limited number of appointments for notarization during the epidemic period, if it is accepted in China, you can also apply for notarization documents used in China (including notarization documents involving major property matters) through consular authentication.
