A document SVT Uppsala has read lists a number of possible risks that Uppsala Municipality's municipal board sees as the municipality wants the Police Authority to take into account when assessing Rasmus Paludan's application.

It is stated that the applications in other municipalities have led to riots - and writes that "there is reason to fear that the same will follow the application for demonstration that has now been received".

The municipality is responsible for just over a thousand users of care and medical care in the Gottsunda area.

According to Uppsala Municipality, in other municipalities it has been difficult to reach users due to police roadblocks, arrive with food deliveries, etc., which is believed to mean "great security risk for both users and employees".

Uppsala municipality also sees a risk of major traffic disruptions in the area.

Gottsunda center is the place with the second most bus traffic in the municipality - and being forced to shut down local traffic would have "major negative consequences".

Finally, it is pointed out that the municipality's employees in, among other things, rescue services, social services, social services work hard the days around the end of April - and that it is the same people who "will be affected by the consequences of a riot on the city streets".

In summary, writes Uppsala Municipality, they want the assessment “to take into account the risks of harm to people and property and especially to the danger to children and young people and also the burden that an already strongly affected organization, as a granted permit to demonstration means ”.
