The Chinese Ministry of Education held a press conference on the same day to introduce the newly revised Vocational Education Law.
Chen Ziji introduced at the meeting that he had made a clear reply to the "General Vocational Diversion" at the "Education Spring Festival" series of conferences in February this year.
The new law stipulates that at different stages after compulsory education, the coordinated development of vocational education and general education should be promoted according to local conditions.
This is a more scientific and normative expression of China's post-compulsory vocational classification development based on "dual-track" education. It reflects the concept of high-quality and balanced development of education at all levels and types. It provides a legal basis for the diversified development of high-quality education in China.
Chen Ziji pointed out that the new law stipulates that there are four key words to be grasped. The first key word is "post-compulsory education", that is to say, general vocational education should be implemented after junior high school education; the second key word is "different stages of education". ”, which refers to both vocational education and general education at the stage of high school education and higher education; the third keyword is “according to local conditions”, which means that there is no “one size fits all”, and the proportion of general vocational education in various regions should be allowed to exist within a certain range. Different regions can reasonably plan the enrollment scale of vocational schools and ordinary schools according to the level of regional social development, the needs of local industrial development, and the construction of a modern vocational education system.
He pointed out that the fourth key word is "coordinated development".
That is to say, vocational education and general education are equally important. There is no difference between the two types of education, and the difference is only the integration of school-running models and the similarities and differences in the way of educating people.
A high-quality education system is a two-wheel drive and two wings of vocational education and general education, and a dialectical, comprehensive and balanced viewpoint should be used to promote the organic unity of the scale and quality of the educational structure.
Chen Ziji emphasized that the implementation of "coordinated development of general vocational education" after compulsory education is definitely not to cancel secondary vocational education, but to change the thinking of developing secondary vocational education and realize the basic transformation of secondary vocational education. The focus is on improving secondary vocational education. Improve the quality of education itself, and broaden the channels for students in secondary vocational education to grow into talents.
Specifically, there are three aspects to be done:

Third, optimize the orientation of running schools.
