  Chen Ziji pointed out that the new law stipulates that there are four key words to be grasped. The first key word is "post-compulsory education", that is to say, general vocational education should be implemented after junior high school education; the second key word is "different stages of education". ”, which refers to both vocational education and general education at the stage of high school education and higher education; the third keyword is “according to local conditions”, which means that there is no “one size fits all”, and the proportion of general vocational education in various regions should be allowed to exist within a certain range. Different regions can reasonably plan the enrollment scale of vocational schools and ordinary schools according to the level of regional social development, the needs of local industrial development, and the construction of a modern vocational education system.

  Chen Ziji emphasized that the implementation of "coordinated development of general vocational education" after compulsory education is definitely not to cancel secondary vocational education, but to change the thinking of developing secondary vocational education and realize the basic transformation of secondary vocational education. The focus is on improving secondary vocational education. Improve the quality of education itself, and broaden the channels for students in secondary vocational education to grow into talents.
