According to the WeChat official account of the Chinese Embassy in Thailand, starting from May 5, 2022, the Chinese Embassy in Thailand will cooperate with relevant domestic notary institutions to carry out remote video notarization pilots and launch overseas remote video notarization. The video notarization method uses information technology to facilitate notarization affairs for Chinese citizens in Thailand.
Compatriots in Thailand who need to apply for a certificate should carefully read the following requirements for applying for a certificate:
1. Matters needing attention
To apply for overseas remote video notarization, the parties should meet the following conditions at the same time:
(1) Mainland residents with the nationality of the People's Republic of China;
(2) Living in Thailand for a long time (staying for 180 consecutive days, or holding a study, work, dependent, pension, etc. visa with a stay period of more than 6 months, or a permanent residence permit in Thailand);
(3) The notarial certificate is intended to be used in China, the notarization matters cannot be handled by the embassy, and the parties voluntarily choose overseas remote video notarization;
(4) It does not violate relevant laws and regulations and other prohibitive provisions.
Under any of the following circumstances, the notary office will not handle overseas remote video notarization:
(1) A person without capacity for civil conduct or a person with limited capacity for civil conduct does not have a guardian to apply for overseas remote video notarization;
(2) The party concerned has no interest in the matters for which notarization is being applied for;
(3) There is a dispute between the parties on the matter of applying for overseas remote video notarization;
(4) The parties fabricate or conceal facts, or provide false certification materials;
(5) The proof materials provided by the parties are insufficient and cannot be supplemented, or the supplementary proof materials are refused;
(6) The matters applied for overseas remote video notarization are untrue and illegal;
(7) The matter of applying for overseas remote video notarization violates social morality;
(8) The party refuses to pay the notarization fee as required;
(9) Other circumstances that are not suitable for overseas remote video notarization.
Second, the way of handling
The parties concerned can contact the corresponding domestic notary institutions on the list in Annex 3 to file a notarization application, or they can also contact institutions outside the list that are qualified and agree to accept the application.
After the parties confirm that the domestic notary public agrees to accept the application, they will inform the embassy through the consular document consultation email CHNVISAATTHA@gmail.com.
The embassy will coordinate the Bangkok Chinese Visa Application Service Center, domestic notary offices, and the parties to make an appointment for the specific processing time.
3. Location

4. Relevant regulations
(1) When you apply for a notarization office to a notary public, you should truthfully inform and fill in the relevant information of the application for notarization, and the uploaded certification materials must be true, legal and sufficient.
(2) The notary office will promptly verify the information related to notarization matters and the uploaded certification materials through the sharing of government information resources in a timely manner.
If you do not truthfully fill in the information on the application for notarization, the uploaded certification materials are untrue or illegal, or the relevant information cannot be verified due to limited conditions, the notary office will not handle it.
(3) Please pay notarization fees and other possible fees in accordance with the notarization fee standards: notarization translation fees, translation fees for documents applying for notarization, copy fees, etc.
If you apply at the Chinese Visa Application Service Center in Bangkok, you need to pay the service fee to the visa center.
(4) After you complete the application process, please keep your mobile phone unblocked so that the embassy can get in touch with you in time.
5. Epidemic prevention requirements
Applicants are required to go to the Bangkok Visa Application Service Center with a negative ATK antigen test report from the testing agency designated by the embassy on the same day. They must also wear N95 masks and medical gloves, and maintain social distance. Do not go there if you have symptoms of suspected new coronary pneumonia such as fever and cough.
6. Special reminder
If you choose to use overseas remote video notarization to apply for office notarization, you are deemed to have voluntarily applied for overseas remote video notarization, have read, understood, known, and recognized each of the contents of these instructions, and are willing to accept the corresponding rules. All legal responsibilities and consequences arising from this are exempted from all responsibilities of the museum.
