Let's take a closer look at the content of the arbitration proposal.

The ruling and opposition parties agreed to temporarily retain the prosecution's direct investigative powers for corruption and economic crimes, but to eliminate all prosecution powers when an agency to investigate serious crimes is created.



Reporter Ki-tae Kim pointed out what was included in the mediation plan and what was different from what the Democratic Party originally promoted.

The agreement between the ruling and opposition parties stipulated in paragraph 1, as a major principle, that the prosecution's direct investigative power and the prosecution's right to decide whether to hand over to a trial should be separated.



It was made clear that the investigative power of the prosecution was temporary, and even in the case of a direct investigation, the investigative prosecutor and the prosecution prosecutor were separated.



The 'Inspection and Overhaul' bill originally proposed by the Democratic Party completely deleted the prosecutor's investigative authority, but the agreement required that the right to investigate corruption and economic crimes among the existing six major crimes investigative powers should be maintained.



However, it was agreed that this investigative authority would also be abolished when the provisional name 'Serious Crime Investigation Agency', called the Korean-style FBI, was launched.



The Judicial Reform Special Committee, chaired by the Democratic Party of Korea, is composed of 13 members, and the establishment of the Judicial Reform Commission will be completed within six months and will be launched within one year after the legislation.



Therefore, the timing of the complete abolition of the prosecution's investigative powers has been delayed up to one year and six months.



While the prosecutor's authority to review the cases sent by the police was maintained, investigations that deviate from the unity and identity of the crime, the so-called 'special investigation', were prohibited.



In other words, a case of theft charge can be supplemented only with the charge of theft.



The current five-member Anti-Corruption Violent Investigation Division is reduced to three, and the number of anti-corruption inspections is also limited to a certain level.



However, the opposition and opposition parties decided to postpone the implementation of the law for four months after its promulgation in order to stably transfer the four major crimes that the prosecution was investigating to the police.
