(China in the past ten years) Central Political and Legal Committee: Realize social fairness and justice in a warmer way

China News Service, Beijing, April 22 (Reporter Zhang Su) On the 22nd, the Propaganda Department of the Central Committee of the Communist Party of China held a press conference on the measures and achievements of political and legal reforms since the 18th National Congress of the Communist Party of China.

Jing Hanchao, deputy secretary-general of the Central Political and Legal Affairs Commission, said at the meeting that achieving social fairness and justice in a warmer way "is our characteristic."

From the results of the relevant measures disclosed at the meeting, it is not difficult to feel the meaning of "temperature", such as the convenience measures implemented by relevant departments.

Now, some parties can file a lawsuit with a mobile phone.

Shen Liang, vice president of the Supreme People's Court, said at the meeting that the entire process of litigation has been "handheld".

In 2021, the number of disputes through online mediation by courts across the country will exceed 10 million, and an average of 51 disputes will be successfully resolved before litigation every minute.

The number of motor vehicles in China reached 402 million, and the number of motor vehicle drivers reached 487 million.

Liu Zhao, vice minister of the Ministry of Public Security, said at the meeting that since the 18th National Congress of the Communist Party of China, they have successively launched 127 reform measures to facilitate the public and enterprises in traffic control, including the reduction of certificates and the quick handling of online handling.

When answering a question from a reporter from China News Agency, Liu Zhao mentioned that the public security department has issued and endorsed more than 260 million copies of exit and entry documents (sheets and pieces), and 98.5% of the public can complete the procedures for obtaining entry and exit documents after only one trip.

While implementing convenience measures, these departments are also practicing justice for the people.

Public legal services include legal aid, notarization, forensic identification, etc.

Deputy Minister of Justice Liu Hao said at the meeting that in accordance with the Legal Aid Law, they have promoted the pilot program of full coverage of lawyers' defense in the trial phase of criminal cases and legal assistance for duty lawyers; they have also improved the management system for forensic identification of citizens' unnatural deaths and forensic identification of environmental damage. Implement unified registration management.

Administrative reconsideration is regarded as a relief system for resolving administrative disputes of "people suing officials".

Liu Wei said that last year, the number of related cases increased by 22.3% compared with before the reform, which means that more and more people choose to express their demands and protect their rights and interests through administrative reconsideration.

About 70% of the cases were "closed".

Shen Liang said that more than 95.7% of the cases in the national courts have been filed on the spot, and the problem of "difficulty in filing cases" that has long plagued the public has become history.

At the meeting, data on the national judicial aid system was also announced. In the past three years, the courts have issued a total of 2.95 billion yuan in aid funds.

The meeting also disclosed the "warming up" actions of relevant departments to achieve social fairness and justice.

Yang Chunlei, deputy chief prosecutor of the Supreme People's Procuratorate, said that the next step will be to explore circuit inspections in detention centers, community corrections institutions and other places, so that justice and law enforcement inside and outside the walls can better reflect fairness and justice.

The police have built more than 2,900 law enforcement and case management centers, with a completion rate of 95.9%. This year's goal is to improve quality and efficiency, so as to make "law enforcement case handling more transparent and standardized, and law enforcement supervision more accurate and efficient."

The Ministry of Justice proposed to promote the balanced development of public legal services.
