This was reported by TASS with reference to the general license of the American Foreign Ministry.

It is noted that previously such operations were subject to restrictions, the new license excludes them from restrictions.

The document says that “certain operations are permitted” that are carried out “in the usual manner” and necessary for the activities of NPOs that were previously prohibited by the sanctions provision “for Russia’s harmful foreign activities.”

Thus, non-profit organizations are allowed to support "humanitarian projects, democracy building", as well as education, non-profit development projects and environmental protection.

In February, the American Foundation allocated more than $5 million to NGOs in Ukraine in 2021.
