Österskans in Halmstad is pointed out as particularly valuable in the municipality's cultural environment program and is also of so-called national interest.

The new detailed plan, which includes a building with a market hall, hotel, conference facility and restaurant, has been debated and is the subject of an impending referendum.

The County Administrative Board believes that the detailed plan is not compatible with the cultural values ​​and a first consultant report confirmed this.

To get a new assessment, a second cultural environment investigation was ordered.

Damage to the national interest

The overall assessment in the new report is that the plan proposal risks damaging the national interest and that the site's cultural-historical values ​​are weakened.

According to the investigation, the current location is suitable for a detached building that contributes to creating a "new public space".

At the same time, the cityscape is affected to such an extent that the building creates an imbalance as it stands in far too great a contrast to the surroundings and its cultural values.

"Must rework the proposal"

Stefan Pålsson (S), municipal councilor and 2nd vice chairman of the public works committee, has just received the report.

- As I see it, the proposal must be reworked based on this criticism.

Interrupt and redo, it must be clear to the voters what they take a stand on in the referendum, he says.

The chairman of the municipal board, Jonas Bergman (M), says that it was unfortunate that there were discussions already about the first background report and that they with the new "ordered a couple of extra eyes".

- It differs in an important point when you say that the detailed plan would not involve any significant damage, and that can affect the county administrative board.

Now we have the environmental impact statement they wanted.

In the spring, the two reports will be compiled into a final report, which the citizens then have to decide on: yes or no.
