As Zakharova noted, since 2013, the German government, under the auspices of the German Foreign Ministry, has been implementing a national biosecurity program - the German Biosecurity Program (GBP).

Within its framework, partnership projects are being implemented with government departments and research organizations of focus countries, among which Ukraine was included in 2014.

According to the German Foreign Ministry, in 2020-2022, the third phase of the GBP is already being implemented, the declared technical tasks of which, judging by the materials posted in the public domain, include, among other things, the collection of “sensitive epidemic information” in third countries, including using technologies big data, and the development of the infrastructure of partner countries for working with dangerous biological agents,” she said.

The representative of the Russian Foreign Ministry noted that since 2016, the main Ukrainian counterparty of the Institute of Microbiology of the Armed Forces of Germany, as follows from his own data, is the Institute of Experimental and Clinical Veterinary Medicine in Kharkov, interaction with which is carried out within the framework of the project "Ukrainian-German Initiative for Biological Safety and biological protection in the field of zoonotic risk management at the external borders of the European Union”.

“Given that its official goal is to “improve the situation in the field of biosecurity and security” in Ukraine, “especially in the east of the country,” a rhetorical question arises: what border do German military biologists consider as external to the zone of their professional interests?

In its materials, the Institute of Microbiology of the German Armed Forces motivates the implementation of the project by the “potential threat of biological terrorism” in Ukraine against the backdrop of ongoing armed clashes in the east of the country.

It is clear that in this way the idea of ​​​​the possible “involvement” of the DPR and LPR in hatching plans to use biological weapons prohibited by international law is being gradually carried out, ”Zakharova noted.

According to her, in this way the German military purposefully and for a long time intimidated their Ukrainian counterparties and de facto psychologically set them up against the Donbass republics.

She also noted that Ukrainian experts in the field of biological safety are regular participants in conferences on medical biosecurity held by the Institute of Microbiology of the Armed Forces of Germany with different frequency.

Zakharova points out that in order to protect against a possible biological attack, it is necessary first to study the potential agents of biological weapons with which it can be committed, that is, to conduct research activities in the field of biological or chemical weapons.

“The fact that the German Armed Forces have sufficient knowledge and practical skills in this area is also known from the scandalous incident with the mysterious “poisoning” of the blogger Navalny.

Specialists of the Institute of Pharmacology and Toxicology of the Armed Forces of the Federal Republic of Germany - "adjacent" to the Institute of Microbiology of the Armed Forces of the Federal Republic of Germany of a military institution - in the shortest possible time allegedly found traces of a certain military toxin in the body of a Russian, in NATO terminology belonging to the family of the so-called "Novichkov".

Such a high level of expertise, if, of course, everything that was then stated is true, testifies to the ability of the German Armed Forces to independently synthesize toxic substances, including the notorious Novichok and its markers, ”she concluded.

The representative of the Russian Foreign Ministry added that through the German F. Löffler Institute, which manages the center for the study of especially dangerous viruses and zoonotic infections on the Baltic island of Reems, active cooperation is being carried out with the Ukrainian State Research Institute for Laboratory Diagnostics and Veterinary and Sanitary expertise, the State Scientific and Control Institute of Biotechnology and Strains of Microorganisms, as well as cooperating in parallel with the Institute of Microbiology of the Armed Forces of Germany, the Institute of Experimental and Clinical Veterinary Medicine.

On March 24, the Russian Ministry of Defense said that experts from the Russian Armed Forces had revealed new facts of the involvement of the US Department of Defense in the development of biological weapons in Ukraine.

Igor Kirillov, head of the radiation, chemical and biological defense forces of the Russian Armed Forces, said that the son of US President Hunter Biden played an important role in financing work with pathogens in Ukraine.

China also commented on the situation with biological laboratories.

Wu Qian, spokesman for the Chinese Ministry of Defense, noted that the US military biological activities lack transparency.
