Since 2018, Bordeaux has been taken over by micromobility operators (scooters, electric bikes, bicycles, scooters) in free-floating (self-service without terminal).

Today, we find ourselves with around 2,500 machines managed by 11 operators and parking lots that often colonize the sidewalks, triggering the exasperation of pedestrians.

The Bordeaux metropolitan area has decided to put some order into it via a call for expressions of interest (AMI) to reduce the number of operators to six (two for bicycles, two for scooters, and two for scooters ), depending on concrete commitments.

It will also support their development, currently confined to the city center, in 24 other towns in the conurbation.

A charter that is not sufficiently binding

“In the intervention regulations, there are selection criteria with regard to the management of [geolocation] data and their sharing, to know where the objects are and so that the metropolis can be notified and remind to order the operators”, explains Isabelle Rami, metropolitan councilor in charge of alternative mobility.

Bolt, which has set up its electric bicycle and scooter services in Bordeaux since October 2020, but also VTC, has understood that parking is a major issue and takes the lead in a press release.

“To combat poor parking practices, Bolt has also deployed a dedicated team in Bordeaux to ensure scooters are parked safely.

A charter had already been signed in the spring of 2019 but it appears insufficient.

"It linked them only on the number of objects deployed not on the parking places", specifies Isabelle Rami.

And at the time, the LOM law (Mobility orientation law) did not yet exist and it allows us to go further.

Operators will have to show guarantees, for example with regard to the management of public space, respect for exclusion zones and respect for the maximum authorized speed.

On this last point Bolt highlights “a “Beginner” mode” in its application, “which recommends a speed limit of 15 km/h for beginner scooter riders (the general maximum speed is 25 km/h).

A more harmonious deployment desired

The AMi will oversee the deployment of micromobility vehicles over one year across the metropolis and it will be renewable twice.

The idea is, for example, to go from 1,000 to 1,500 bikes in the first year and then, depending on the needs, to go up to 2,500.

The operators' responses will be analyzed this summer for an application from September 2022. A deadline that gives municipalities time to send back to mainland France the locations to be identified on the ground.

The idea is to organize a more harmonious deployment, ensuring in particular that the right bank is well served because to "decarbonize journeys" and "serve areas of activity", the city is convinced that these modes of transport have a role to play.
