Various natural disasters caused a total of 9.531 million person-times affected, 6 people died due to the disaster, and the direct economic loss was 15.03 billion yuan.

  In the first quarter, the national natural disasters mainly showed the following characteristics:

  First, there were 6 large-scale low-temperature rain and snow weather processes across the country. Low-temperature freezing and snow disasters had a greater impact on the southwest and central and southern regions, and the disaster losses were heavier than the same period in recent years.

  Second, a total of 8 earthquakes of magnitude 5.0 or above occurred in mainland China, mainly in the northwest and southwest regions, among which two strong earthquakes of magnitude 6 or above occurred in Qinghai.

  Third, Jiangxi, Hunan, Guangxi, Sichuan, Guizhou, and Yunnan experienced the first regional strong convective weather process this year, and local wind and hail disasters occurred.

  Fourth, three large-scale rainfall occurred in the southern region in March, local floods occurred, and the situation in the north was stable.

  Fifth, the continuous drought in autumn, winter and spring in the Pearl River Basin has basically been lifted, and drought conditions in Yunnan, Shaanxi, Gansu and other places have begun to appear.

  Sixth, forest and grassland fires are mainly concentrated in the south and northwest regions, and the situation is relatively stable.

  In terms of production safety, in the first quarter, there were 4,608 production safety accidents and 3,935 fatalities across the country, including 83 major accidents and 341 fatalities; 3 major accidents and 38 fatalities; and 1 particularly major accident. , that is, "3·21" China Eastern Airlines MU5735 aircraft flight accident, resulting in 132 deaths.

The 4 major accidents were distributed in Guizhou, Liaoning and other provinces and air transport, construction, mining, fishing vessels and other industries.

  Judging from the characteristics of accidents in the first quarter, the main manifestations are "seven outstanding":

  Fourth, water transportation and fishing vessels have entered a period where accidents are prone to occur frequently, and the problem of venturing out to sea for fishing operations before the advent of the fishing ban period is prominent.

  Fifth, the inspection and maintenance and trial production links in the field of chemical hazardous chemicals have prominent risks. Accidents are more frequent in the western region. Of the 32 chemical accidents, 15 occurred in the inspection and maintenance link, and 14 occurred in the western region.

  Sixth, industrial and trade metallurgical accidents occur frequently. In some areas, explosion accidents in steel and aluminum processing (deep well casting) have occurred continuously.
