"The investigating authorities ... on the fact of damage to the railway tracks in the Shebekinsky urban district of the Belgorod region organized a pre-investigation check," the Investigative Committee said in a statement.
An investigative-operational group left for the scene of the incident to conduct a set of verification measures to establish the circumstances of the incident.
The audit will be made a procedural decision.
Earlier, the governor of the Belgorod region, Vyacheslav Gladkov, informed about the damage to the railway tracks in the border Shebekinsky district.
Until April 25, a high terrorist threat regime was introduced in the region.
