Faced with the difficulty of finding new assignments of State powers that provide content to the bilateral negotiation table between the

Government

and the

Generalitat,

socialists and republicans focus their efforts on closing an agreement before summer that institutionally shields Catalan and that allows, both Pedro Sánchez and Pere Aragonès, offer their respective parishes this measure as proof that "dialogue" obtains notable results.

In its attempt to maintain the support of ERC in

Congress

for the remainder of the legislature, the Government is willing to sign a shield for the model of linguistic immersion in Catalonia, in the midst of controversy over the Generalitat's refusal to comply with the ruling of the TSJC which requires teaching a minimum of 25% of classes in Spanish.

Likewise, the coalition Executive is studying, according to the different sources consulted by EL MUNDO, the way to institutionally promote the use and promotion of Catalan.

Although it remains to be specified, and that is one of the points that separates the PSOE from the ERC to be able to publicly present the pact, if this measure will end up implying, for example, opening up to the use of regional languages ​​in Congress and the

who affirms that the new agreements between the two Executives are in a "maturation process", has been increasing the forcefulness of his declarations in defense of a monolingual education and that it remains on the sidelines of the Spanish constitutional order.

Despite this mutual will to reach an agreement with the Catalan, the positions are still distant, a fact that is blocking the convening of the bilateral negotiation table -the last meeting was held seven months ago-, a paralysis that shakes the criticism of JxCat and the CUP to the ERC «dialoguing» strategy.

The blockade of the negotiating table does not prevent them from having already defined the framework for the future agreement: the pact that the Republicans and Socialists closed in Parliament, with the support of the

/Podemos of Ada Colau, a few weeks ago to modify the Catalan Language Policy Law of 1998.

An agreement that, in practice, supposes the formation of a linguistic tripartite that allows ERC to present to the social independence movement the document signed by the three formations - JxCat initially supported it and then dropped from the pact due to lukewarmness - as the political formula and institution to shield during the next decades the immersion before justice, by avoiding setting in the law a minimum percentage of 25% of the use of Castilian.

In a new turn for the PSC in this matter, defending immersion again after several years despising this model as obsolete and ineffective, the Minister of Culture and leader of the Catalan Socialists, Miquel Iceta, recently defended on

putting in the hands of teachers the decision of the languages ​​used in each educational center: «We have to tell the teachers that Catalan is the vehicular language and Spanish is also the language of learning, and that they decide what must be done so that they master the two languages.

which did not request the execution of the TSJC ruling on 25% so as not to bother ERC, finally seems to have assumed as its own the nationalist discourse that presents bilingualism as a threat to the survival of Catalan.

Forgetting that if this "protection of Catalan" agreement is consummated, the 1,500 families who have legally demanded a more bilingual education for their children will be left in total helplessness and the so-called Catalan school will reinforce its armor as a nationalist ideological beach bar.

Aware of this opportunity offered by Sánchez to ensure that he continues to control the schools politically,

has appealed to JxCat and the CUP, which have withdrawn from the agreement between the ERC, PSC and the Comunes, considering it soft and insufficient, to end adding up.
