News 1+1丨How to ensure smooth transportation and logistics under the epidemic?

Against the background of the current round of the epidemic across the country, many places have implemented high-speed control, resulting in poor logistics.

How to ensure the smooth flow of freight and logistics across the country on the basis of coordinating epidemic prevention and control?

Bai Yansong connected with Cai Tuanjie, director of the Transportation Services Department of the Ministry of Transport; and Lu Chengyun, deputy director of the Logistics Research Office of the National Development and Reform Commission's Comprehensive Transportation Research Institute.

Truck driver stuck on highway under epidemic

In the past few days, due to the impact of the new crown epidemic, many parts of the country have strengthened control measures on expressways.

Due to the inconsistent epidemic prevention and control policies in various places, the "one size fits all" in some areas, and the congestion caused by high-speed control, many truck drivers have been affected.

Strive to speed up the solution of problems such as poor truck traffic

Cai Tuanjie, director of the Transportation Services Department of the Ministry of Transport: Through the video conference of the Ministry of Transport's special work class and key epidemic-related areas such as the Yangtze River Delta and the three eastern provinces, the situation has improved from the current scheduling situation; The number of expressway service areas decreased by 138 compared with the previous day, and the number of closed toll stations decreased by 23 compared with the previous day. The closed toll stations and service areas accounted for about 5% and 6% of the national total.

But there are still some problems.

  (1) The traffic control is "one size fits all", and the traffic of trucks is not smooth.

In some areas, all drivers with green codes but with an asterisk are advised to return, and in some areas, all trucks in medium and high-risk areas are persuaded to return, and special passes for trucks are not mutually recognized across provinces.

  (2) The management and control information is not transparent, the processing of passes is inconvenient, and there are also problems in inter-provincial communication.

Because the adjustment rhythm of local control information is very fast, it is difficult for drivers to obtain local control information in a timely manner.

In addition, the pass cannot be applied online, and the procedure is not transparent, so it is very inconvenient for the driver.

  (3) On the expressways in the epidemic-related areas, some truck drivers were stranded, and there were situations such as inconvenient nucleic acid testing and inadequate basic living guarantees, which caused inconvenience to the lives of the majority of truck drivers.

For these problems, we have refined the relevant solutions one by one, and strive to accelerate the solution.

Comprehensively standardize and scientifically set up highway epidemic prevention inspection points

Cai Tuanjie, director of the Department of Transportation Services of the Ministry of Transport: Judging from yesterday's situation, there are still too many inspection points for epidemic prevention on roads across the country, and there are still unreasonable settings.

  (1) Expressway epidemic prevention inspection points are not to be cancelled, but to be set up in a comprehensive and scientific manner, and epidemic prevention and control and transportation guarantees must be coordinated.

The detection point should be located in the area outside the square outside the expressway toll station, and at the same time, it should be equipped with the corresponding dedicated passage and rest area for trucks.

  (2) The setting of epidemic prevention detection points must comply with the four strictly prohibited deployment requirements. It is strictly prohibited to set up more than two (including two) epidemic prevention detection points in the same direction of the same section of ordinary highways; it is strictly forbidden to set up epidemic prevention detection points in the main lines and service areas of expressways It is strictly forbidden to block or close expressways and ordinary roads without authorization; it is strictly forbidden to close expressway service areas without authorization.

  (3) It is necessary to create conditions for setting up nucleic acid testing points in service areas. In principle, epidemic prevention testing points must be equipped with sufficient nucleic acid testing points nearby. At the same time, nucleic acid testing points should be set up in expressway service areas with heavy traffic flow, and areas with conditions are encouraged. Provide free nucleic acid testing services for truck drivers.

It is strictly forbidden to shut down the expressway service area without authorization

Cai Tuanjie, director of the Transportation Services Department of the Ministry of Transport: The expressway service area is to provide basic services such as parking, fueling, catering, and toileting for drivers and passengers.

For the majority of truck drivers, especially long-distance truck drivers, it is a temporary home and a temporary harbor. Some closed expressway service areas have brought many problems to truck drivers.

In this regard, we require that the opening of expressway service areas is the norm, and not opening is the exception.

For individual cases that really need to be closed due to the epidemic, we have stipulated relevant approval procedures to ensure that the service area can be opened as soon as possible.

I would also like to take this opportunity to remind the majority of truck drivers that some service areas have indeed been closed due to the epidemic recently. I also hope that all truck drivers and friends must take good care of personal protection, and do a good job in nucleic acid testing, health monitoring, and implementation. The closed management measures in epidemic-related areas actively serve the needs of epidemic prevention and control and transportation guarantee.

How to protect logistics during the epidemic?

Logistics and freight, one end is connected to everyone's dining table, is related to people's livelihood, and the other is connected to the production of enterprises, and is related to the development of the national economy. The importance is self-evident.

It is hoped that the relevant measures will take effect as soon as possible to ensure smooth transportation and logistics under the epidemic.
