As a batch of emergency epidemic prevention projects in Shanghai have been completed and put into use, how will a large number of migrant workers urgently be evacuated and resettled in an orderly manner?


On April 9, the Office of the Leading Group for the Prevention and Control of the Novel Coronavirus Pneumonia in Shanghai issued the "Notice on Doing a Good Job in the Evacuation and Resettlement of Migrant Workers after the Completion of the Project of Centralized Treatment and Temporary Isolation".

  The notice stated that the migrant workers in the epidemic prevention emergency project have made important contributions to the epidemic prevention work in Shanghai. All districts, departments and units should improve their political positions, and do a good job of migrant workers from the perspective of "people's cities are built by the people, and people's cities are for the people". When personnel are evacuated and resettled, the normal return of migrant workers shall not be refused.

In Huidijie Town, the returning migrant workers should be included in the territorial epidemic prevention grid management to ensure epidemic prevention coverage and material guarantee.

The construction management departments of all districts should take the initiative to act and strengthen coordination.

  The notice pointed out that the evacuation and resettlement of migrant workers follows the principle of "safety, orderly and return to the original road".

The general construction contractor that originally provided migrant workers must do a good job in the specific implementation of the evacuation and resettlement of the returning workers.

A fully closed loop transfer must be implemented.

Personnel who are indeed unable to return to the original construction site must be properly resettled in different places, and epidemic prevention and control and "closed" management must be done.

The general contractor of the epidemic prevention emergency project is responsible for solving the follow-up resettlement problem for the scattered personnel temporarily recruited from the society.

The streets and towns to which the resettlement sites belong should be supported.

  The project construction unit that originally provided migrant workers should strengthen the support for migrant workers to return to work.

The work site epidemic prevention and control team receiving the return of migrant workers should do a good job of publicizing and explaining to all the workers on the construction site to ensure that no mass stable incidents occur.

  The return of migrant workers should be docked in advance by the epidemic prevention and control teams of the transferring and receiving sites. Migrant workers must carry out nucleic acid testing before returning, and hold a negative nucleic acid test certificate within 24 hours or a negative nucleic acid test certificate within 48 hours and an instant antigen test. A closed point-to-point transfer can be carried out only with a negative certificate; for those with abnormal nucleic acid detection, the local disease control department of the epidemic prevention emergency project will arrange it according to the epidemic prevention and control policy.

  The receiving construction site should contact the local towns and the New Coronary Pneumonia Prevention and Control Office in advance according to the return time of the migrant workers, and take the initiative to provide the list of returnees to ensure that the returning workers can take nucleic acid tests on the 1st, 2nd, 4th, and 7th days of their stay. Antigen tests are done every day in between.

Only after 4 consecutive negative nucleic acid tests within 7 days can they be arranged to enter the construction site for construction work.

  After returning to the construction site, the migrant workers must be arranged to live in an area that is clearly separated from the original living area and carry out a 7-day health observation. During this period, try to avoid cross-contact with other personnel. The construction unit or general contractor must provide daily necessities and three daily necessities. Basic logistics services such as meal delivery are guaranteed.

  The personnel who are dispatched from other provinces and cities to support the construction of the epidemic prevention emergency project will be evacuated according to the principle of returning to the original road after the project is completed. All personnel should meet the nucleic acid testing requirements for leaving Shanghai, and return to the original place should strictly abide by the local epidemic prevention policy requirements.

All relevant units, departments and crossings should support and release normally.

  The construction unit of the epidemic prevention emergency project shall guarantee the directly related expenses such as the evacuation and return of the migrant workers and the prevention and control of the epidemic situation on the construction site, which shall be included in the construction cost.

  Migrant workers who have been quarantined at various construction sites due to the epidemic, after meeting the conditions for release from isolation, return to the resettlement matters according to the above provisions.

  All districts should strengthen the supervision and inspection of this work, and seriously deal with situations such as inaction and dereliction of duty that cause mass incidents on construction sites.
