"In addition to food, the daily allowance must be sufficient for clothes and shoes, medical care and medicine, dental care, hygiene items, other consumables and leisure activities," the Swedish Migration Board writes on its website.

But the level of compensation is below the subsistence level and several organizations that help refugees and asylum seekers have long criticized it.

- I received a text message last night from someone from Ukraine who asked if we had food to offer because they did not have access to it.

And even if a day allowance is granted, it can take a while before it starts, which makes people extremely vulnerable, says Jonna Mannberg, chairman of Refugees Welcome Stockholm.

The government currently has no plans to adjust the amount.

Minister for Integration and Migration Anders Ygeman (S) believes that Sweden's compensation should not be higher than other EU countries and he believes that many who flee Ukraine will be able to support themselves.

- We have over 200,000 vacancies registered with the Swedish Public Employment Service.

Of course, it will be tough for those who come from the war in Ukraine to get jobs, but we must make efforts so that they can support themselves.

"Can contribute to the shadow society"

Since the daily allowance was set in 1994, the consumer price index has increased by more than 40 percent.

Save the Children fears that the level of compensation could have long-term negative consequences for society.

- We see that this can unfortunately contribute to the so-called shadow society.

There are risks that people are exploited or drawn to undeclared work to cope with everyday life, says Sofia Rasmussen, policy adviser at Save the Children.

Mikael Ribbenvik, Director General of the Swedish Migration Agency, has also said in several interviews recently that he is concerned that financial vulnerability may increase the risk of refugees being exploited.

- There is such a concern for the group coming from Ukraine.

But it is not primarily about the daily allowance, but about coming as a single woman in a vulnerable situation, says Anders Ygeman.

- Then it is important that we meet with the police and have good information about what laws and regulations exist in Sweden.

SVT has contacted the parliamentary parties and only the Left Party and the Green Party say that they want to increase the daily allowance.
