Solkraft in Skellefteå is aimed at people who are outside the regular labor market and work to break exclusion and isolation and increase the participants' employability.

At the beginning of January, Skellefteå municipality announced that it would conduct an external investigation of Solkraft öst, after “possible inaccuracies” were discovered, as they themselves described it in a press release.

- For me, it is important that everyone feels secure that we act objectively and impartially.

That is why it is important to carry out this external investigation, Katarzyna Wikström, head of administration at the social services office, told Norran.

Negative figures despite large revenues

The business has had an extensive turnover of a total of 75 million over the past three years.

Last year, sales revenue was 25 million, but the budget for labor was still exceeded by about 20 million.

Most of the services are part-financed through state funds from the Swedish Public Employment Service.

Since January, when the external investigation started, three people with leading positions have left.

The investigation established that there were obvious shortcomings in the management, but despite this, everyone has resigned at their own request.

Got a parachute of over 300,000

One of those who left, the former head of operations, now receives SEK 306,600 in a parachute, despite the fact that it resigned voluntarily. 

- We have reached an agreement on closure based on the time we were at, which was early in the investigation process.

I made the decision based on the recommendations and the labor law dialogue we have had with the negotiators, says Katarzyna Wikström to Norran.

Preliminary investigation initiated

The police have now started a preliminary investigation into infidelity against the principal, but due to the secrecy of the preliminary investigation, the police can not go into any details. 

- It is too early to say what happened.

Prosecutors and investigators will sit down and look at whether these people have used their position in the company and whether they have created financial benefits, says Johan Stabbfors, group manager for fraud at the police.

At present, two people are suspected of crime.

The penalty for infidelity against the principal is imprisonment for a maximum of two years.
