Ambassador Zhang Jun, Permanent Representative of China to the United Nations, expounded China's position and proposition on the current situation in Ukraine at the meeting, emphasizing that promoting the de-escalation of the situation in Ukraine and an early ceasefire and ending of the war are the urgent expectations of the international community and the strong desire of China.

  Zhang Jun said that dialogue and negotiation is the only way to open the door to peace.

Russia and Ukraine have held several rounds of negotiations. We welcome the two sides to stick to the general direction of peaceful negotiations, overcome difficulties and differences, and continue to accumulate conditions for a comprehensive settlement of the crisis.

The international community should create favorable conditions and environment for the negotiation between the two sides, and open up space for political settlement. It should not set up obstacles or increase resistance, let alone add fuel to the fire and intensify conflicts.

We must do our best to prevent local conflicts from escalating.

  Zhang Jun said that China attaches great importance to the humanitarian issue in Ukraine and supports all initiatives and measures that are conducive to easing the humanitarian crisis in Ukraine.

The current conflict is still ongoing, and we call on all parties to abide by international humanitarian law, protect civilians and civilian facilities, minimize civilian casualties, ensure the safe and smooth passage of personnel evacuation and humanitarian access, and protect the basic rights of women, children and wounded prisoners of war .

Humanitarian issues should not be politicized.

The humanitarian needs of Ukraine and neighboring countries are huge. International humanitarian agencies should maintain neutrality and impartiality, actively mobilize and coordinate more resources, and make unremitting efforts to save lives and protect civilians.

China has provided and will continue to provide humanitarian assistance to Ukraine and neighboring countries.

  Zhang Jun said that according to international humanitarian law, civilians should be protected from any form of violence in armed conflict, and attacks against civilians are unacceptable and should not happen.

Reports and images of civilian deaths in Bucca are very disturbing, and the circumstances and causes of the incident must be ascertained.

Any allegations should be based on facts, and all parties should exercise restraint and avoid groundless accusations until conclusions are drawn.

  Zhang Jun pointed out that the spillover effect of the Ukraine crisis is having a huge impact on the world, especially developing countries, which deserves great attention and must be managed and controlled.

Sanctions are not an effective means to solve the problem, but will accelerate the spillover of the crisis and bring about new and complex problems.

Today, when globalization is intensifying and the destiny of mankind is closely linked, implementing all-round and indiscriminate sanctions is tantamount to politicizing, instrumentalizing, and weaponizing the world economy, triggering global economic, trade, financial, energy, food, and industrial chains and supply chains. Serious crises in other fields, jeopardizing the development achievements of the international community for decades, and causing the people of all countries to pay a heavy price.

The vast number of developing countries are not parties to the conflict, and should not be involved in the conflict, let alone be forced to bear the consequences of geopolitical conflicts and major power games.

The world's major economies should take responsibility, manage the risk of crisis spillovers, and maintain the stability of the global market and the recovery momentum of the world economy.

  Zhang Jun said that more than 30 years have passed since the end of the Cold War, and such a geopolitical tragedy in Europe deserves profound reflection.

The sovereignty and territorial integrity of all countries should be respected, and small and medium-sized countries should not be pushed to the forefront of confrontation between major powers.

All countries have the right to decide their foreign policies independently and should not be forced to choose sides.

The security of all countries is indivisible, and the security of one country cannot be at the expense of the security of other countries.

We call on the United States, NATO, and the European Union to conduct comprehensive dialogues with Russia, face up to the contradictions accumulated over the years, find solutions to the problems, and promote the establishment of a balanced, effective and sustainable regional security framework.

  Zhang Jun emphasized that on the Ukraine issue, China does not seek geopolitical self-interest, does not have the mentality of watching fire from the other side, and will not do things that add fuel to the fire.

There is only one goal we sincerely look forward to, and that is peace.

China will continue to promote peace talks and play a constructive and responsible role in resolving the Ukrainian crisis.
