China News Service, April 2. According to the website of the Ministry of Education, the General Office of the Ministry of Education recently issued the "Notice on Carrying Out the "Look Back" Work on the Management of Off-campus Training in the Compulsory Education Stage." The "Notice" said "double reduction" Since the deployment of the work, phased results have been achieved in the governance of disciplinary off-campus training in the compulsory education stage, but the task of preventing rebound, variation and risk of disciplinary training is still arduous.

In order to consolidate the results of off-campus training and governance in the compulsory education stage, after research, it is decided to carry out a "look back" before the end of June 2022.

The main task of the "Looking Back" work is to comprehensively compare the central government's "double reduction" document and various policy requirements for off-campus training management, and for all online and offline disciplines that have been reduced and turned into non-profits for students in the compulsory education stage Off-campus training institutions conduct a comprehensive investigation, systematically find problems and resolutely rectify them in terms of institutional operation, fee management, training content, and qualifications of practitioners, so as to consolidate the results of subject training management at the compulsory education stage.

The work focuses on the following seven items:

  - Look at the reduction of training institutions.

Whether there is a phenomenon of "false cancellation and real operation", it is important to check that the training institutions that have been cancelled are still using the original teachers and students to continue to carry out subject training, etc.

——See "Converting from Business to Non-Business" and "Preparing for Review".

Whether there is a phenomenon of "a non-profit shell in the name, but a for-profit behavior", the focus is on checking the withdrawal of start-up funds, privately setting off-book funds, illegal related transactions, and inflated business costs.

  ——See the training fee supervision.

Whether there is a situation in which the pre-paid funds of training institutions are not included in the supervision, and the focus is on checking the illegal charging, the use of non-standard contracts, and the failure to standardize the implementation of government-guided price management requirements.

  - See invisible mutation governance.

Whether there are various violations of discipline training, playing "edge ball", focusing on checking the illegal training of unlicensed and unlicensed institutions, and individuals conducting training illegally in the name of "housekeeping service", "family education guidance", "crowdfunding private education", etc.

  - See material and personnel specifications.

Whether there are any phenomena such as non-compliance with the content of the training materials and employees who do not meet the qualifications, etc., focus on verifying the rectification and implementation of problems found in the special investigation in the early stage.

  - Look at the data information to fill in the report.

Whether to implement the requirements for the use of the national comprehensive platform for off-campus education and training supervision and services, and focus on checking the timeliness, completeness, and accuracy of the data and information reported.

  - Look at risk prevention.

Whether it can detect and effectively prevent and resolve various hidden risks in a timely manner, and focus on checking and solving the problem of difficult refunds, off-campus training supervision and law enforcement, and the establishment and implementation of mechanisms such as preventing and resolving labor and employment risks.

  There are three job requirements:

  - Strengthen organizational leadership.

All localities should fully understand the long-term, arduous, and complex nature of off-campus training governance, deeply understand the significance of "looking back" for consolidating achievements and deepening governance, strengthen work deployment, formulate work plans, and carefully organize and implement them to ensure work results.

  - Compaction work responsibilities.

According to the division of responsibilities, all localities should comprehensively carry out the work of training institutions in the region, focusing on problems, highlighting key points, and leaving no dead ends.

Provincial and prefecture-level cities should conduct random inspections on the basis of county-level self-examinations, and promptly guide and deal with problems found to ensure practical results.

The Ministry of Education will organize random inspections and unannounced visits in a timely manner on the basis of comprehensive investigation and handling in various places, and will be held accountable for those who find that the invisible mutation has rebounded seriously due to inaction, and the people have reacted strongly.

  - Improve the long-term mechanism.

Taking the opportunity of "looking back", further improve the long-term mechanism of off-campus training supervision, improve the pattern of unified leadership of the party committee and government, and joint management by departments, and promote the construction of daily supervision, inspections and unannounced visits, and violation investigations. Check, someone patrols, manage it, manage it well.”
