Xiong'an New Area celebrates its fifth birthday.
In the past five years, urban construction has progressed in an orderly manner, the prototype of the city of the future has begun to take shape, and the "Xiongan Plan" is taking effect.
In a nutshell, breakthroughs have been made in the following four areas.
First, infrastructure construction and public service supply have been continuously improved.
The Beijing-Xiong Intercity Railway has been completed, the Xiongan High-speed Railway Station has been put into use, and the "four vertical and three horizontal" external highway arteries have been fully opened. The decentralization of Beijing's non-capital functions provides favorable conditions.
Second, to undertake the relief of non-capital functions began.
There are more than 100 branches, subsidiaries and various branches established by central enterprises in Xiongan New Area.
China University of Geosciences (Beijing), Beijing Forestry University, and Beijing Jiaotong University are planning Xiongan New District campuses, and Peking Union Medical College Hospital has decided to enter the new district.
Third, the improvement of the ecological environment has achieved remarkable results.
From January to July 2021, the water quality of Baiyangdian Lake reached the best level in the past 10 years, the average water quality in the lake center area reached the Class IV standard, and the chemical oxygen demand of the main pollutants decreased by 9.05% year-on-year.
Fourth, the management system has become increasingly sound.
The "Regulations of Hebei Xiongan New Area" passed the legislation of the local people's congress, empowering the Xiongan New Area Management Committee to "exercise the administrative powers of the people's government of the city divided into districts", and to exercise the provincial economic and social management powers granted by the state and Hebei Province.
The five-year development of Xiongan New Area has benefited from its relatively suitable geographical location and the strong plasticity of "building a new city on flat ground".
Since 2021, the Xiongan New Area has entered an important stage of large-scale development and construction and the simultaneous promotion of non-capital functions. Cultivation of urban functions is the key to ensuring that the "Xiongan Plan" has a solid foundation and initial effectiveness.
At present, the construction of "above-ground city" and "underground city" in Xiong'an New Area is progressing in parallel, and the construction of "Xiongan on the Cloud" digital smart city and the construction of physical city interact with reality and grow together. The prototype of the future city is beginning to emerge.
Looking forward to the future, the construction and development of Xiongan New Area should combine phased goals and long-term planning, maintain focus, jump out of the existing trajectory and established paradigm of traditional urban construction, appropriately expand development ideas, and explore the two-way development of "external introduction" and "internal training". power development path.
On the one hand, Xiong'an New Area needs to continue to deepen the innovation of system and mechanism, give full play to the decisive role of market mechanism in resource allocation, accelerate the cultivation of market entities, and effectively stimulate the vitality of market entities. It is necessary to grasp the interaction logic between industries, talents and cities, and actively explore a new cooperation mechanism for co-construction, co-management and sharing between Beijing, Hebei and Xiongshan.
On the other hand, Xiong'an New Area should embrace the world with a more open mind, not only take the initiative to undertake the functions of Beijing's non-capital city, but also optimize the innovation and entrepreneurship ecology, gather national and even global innovation elements, and guide external innovation in a targeted manner. Elements are implanted, and high-end high-tech industrial projects are absorbed in a "chain-like" introduction mode, and the construction of Xiongan New Area is promoted on the development track of innovation-driven and virtuous circle.
At the same time, all sectors of society should maintain sufficient patience and confidence in the establishment of Xiongan New Area as a global model city.
Throughout history, China and foreign countries, it took more than 20 years from the start of construction of the Tsukuba Science City in Japan to the maturity of its basic construction. It took more than 40 years for Shenzhen to grow from a small fishing village to today's international metropolis, and more than 30 years have passed since the development of Pudong.
As a "national event", Xiongan New Area can certainly learn from international experience, gather talents from all over the world, and build itself into a "model city" of high-quality development under the witness of the years.
