The persuasion, punishment and assistance in many places in Fujian have achieved initial results, but how to do the "second half" of helping these young people to reshape their values ​​and do their jobs well still needs a long time to work.

  In recent years, the dens of telecommunications and network fraud crimes have shifted to some Southeast Asian countries, especially northern Myanmar. Many fraud gangs recruit domestic personnel to commit fraud overseas.

  A reporter from Xinhua Daily Telegraph recently conducted a survey in several counties and districts in Fujian with a large number of expatriates and found that a small number of young people are affected by bad values ​​such as "get rich overnight", "low crime cost and high income", and take risks.

After being deceived into the dens, many of these people were beaten, detained and tortured due to their poor "performance", and some were even sold to other gangs.

  Since last year, under the unified deployment of the Ministry of Public Security, a nationwide operation has been carried out to persuade the illegal exit of people stranded in northern Myanmar and those engaged in telecom and network fraud.

In many counties and districts in Fujian, local party committees and governments have taken measures to persuade them to return, punish and assist them, and have achieved certain results. International transmission still takes a long time to work.

  "Gold diggers" who were detained and resold

  After the New Year, Chen Mou, a 53-year-old man from a township in the mountainous area of ​​southern Fujian, has not waited for his eldest son.

  In order to "redeem" the children who were "sold" to the fraud dens in northern Myanmar, since the end of last year, according to the requirements of the fraud gang, Chen has made three payments totaling 220,000 yuan. amount of debt.

  Chen's two sons previously opened a barbecue restaurant in a township in southern Fujian.

In March last year, I saw the propaganda on the Internet that "Northern Myanmar is very profitable". Unable to resist the instigation of their fellow villagers in northern Myanmar, the two closed the barbecue shop and came to northern Myanmar through an "intermediary".

  "They also opened a barbecue restaurant when they arrived in northern Myanmar, but they didn't make any money when they encountered the epidemic." The local township cadre told reporters that in November last year, the youngest son returned to China first. After staring at him, he cheated into a fraud den. Because he had no "performance", he was abused, beaten, detained, and electrocuted by the gang members, and then resold to other dens by the fraud dens.

  Soon after, Chen received a call from a fraudulent den. The other party showed him a video of his son, saying that his son was in their hands and bought it with money. He had to pay 60,000 yuan to let him go home.

After paying the payment, Chen still did not hear from his son. Later, according to the request of the other party, Chen paid 60,000 yuan and 100,000 yuan respectively.

  Why did they take the risk?

  In recent years, with the transfer of telecommunications and network fraud dens to northern Myanmar and other regions, overseas fraud dens have recruited a large number of domestic personnel to engage in fraudulent activities.

  "The vast majority of the exodus are those under the age of 30, mainly junior high school students, unemployed people, and a few college students." Police officers from Zhangzhou, Quanzhou and other places told reporters.

  The reporter visited many townships and found that some young people take risks and sneak across the border to go abroad for two reasons.

  First, overseas fraud dens use high salaries as bait to recruit a large number of domestic personnel.

Southern Fujian is an area where telecommunications and network fraud occurred earlier in China. The local public security police told reporters that after years of continuous crackdown and rectification, the phenomenon of fraud gangs setting up dens in southern Fujian and even within the country has basically been controlled. However, in recent years, fraud gangs have moved their dens to northern Myanmar, etc. In Southeast Asian countries and regions, telecommunications and network fraud is still at a high rate, with low crime costs and high profits. Every year, domestic people are defrauded of huge amounts of money. The upstream and downstream of crime form buying and selling citizens' personal information, selling bank cards and mobile phone cards, money laundering, network technical support, etc. Black and gray industry chain.

  "Overseas fraud dens conduct fraud against domestic personnel. Whether it is a fraud den or an upstream and downstream chain, a large number of domestic personnel are required, and there have been cases of taking advantage of the relationship between fellow villagers and classmates, and even professional intermediary companies and smugglers, using high salaries as bait, wantonly pulling People go abroad to engage in illegal and criminal activities." Police officers in many places told reporters.

  Second, the bad values ​​of "get rich overnight" have a greater impact on young people.

The reporter visited some key towns in southern Fujian and learned that some villagers who were engaged in fraud drove their luxury cars back to their hometowns and built luxury villas.

Some people have been idle and have low education before, but suddenly "made a fortune".

Although such people are in the minority, their influence on the villagers is not small.

  There are more than 1,700 middle and high school students in a township middle school in southern Fujian. The relevant person in charge of the school told reporters that some students feel that reading is useless due to the influence of their families or friends around them, so they might as well go out to make money. The influence of bad values ​​still exists, especially for students who did not continue to go to school after graduating from junior high school and high school. Driven by interests, they are prone to take a wrong path.

  For example, there were 164 people stranded in northern Myanmar in a township near Chengguan in a county in southern Fujian.

  It will take a long time to eliminate the soil of crime

  Since last year, the Ministry of Public Security has carried out nationwide campaigns to persuade the illegal exit of people stranded in northern Myanmar and those engaged in telecommunication and network fraud.

The reporter learned that many places in Fujian have built a governance pattern of "the party committee and the government lead, the public security organs take the lead, and all departments work together to manage", punishing and persuading people stranded in northern Myanmar to return, and achieved certain results.

  In key counties and districts in Quanzhou, Zhangzhou and Sanming, townships and towns took advantage of grid-based management, and township and village cadres went into households one by one to check the whereabouts of people going out.

  "In addition to the people stranded in northern Myanmar notified by the Ministry of Public Security, we also identified a group of stranded people, established files one by one, implemented policies one by one, and tried every means to persuade them to return." Lan Zhubao, member of the Standing Committee of the Zhangpu County Party Committee and secretary of the Political and Legal Committee, said.

  At present, the multi-measures to deal with the problem of people stranded in northern Myanmar have achieved initial results. Most of the stranded people have been persuaded to return to China. Take Anxi, Zhangpu and Shaxian counties as examples. Anxi County has persuaded 869 people to return. 41 people were detained; 948 people were persuaded to return in Zhangpu County, and 63 people were detained; 243 people were persuaded to return in Shaxian District, and 59 people were detained.

  Some grass-roots cadres believe that to eliminate the influence of misconceptions such as "getting rich overnight", to cut off the intergenerational transmission of fraud crimes, and to help and transform people who have a history of telecommunications and network fraud and potential criminals, it is necessary to combine dredging and blocking for a long time.

  "On the one hand, there is indeed a group of telecommunication and network fraudsters who are 'death to the end', not only fleeing overseas, but also constantly renovating their fraudulent methods, and it is still difficult to crack down on rectification; Misconceptions such as 'a bucket of gold' has a certain impact." The person in charge of the Anxi County Party Committee told reporters.

  The police in many places said that the current telecommunication network fraud crime is still running at a high level, it is difficult to crack down on the manipulators behind the scenes, and there is a strong demand for recruiting domestic personnel in overseas dens. New trends such as the continued recruitment of large sums of money, the transfer of dens to other countries in Southeast Asia, and the re-establishment of dens in China after expatriates return.

  A number of grassroots cadres said in an interview that some young people were driven by interests to take risks, and advised them to increase their support after returning, including vocational skills training, providing more jobs, psychological counseling, etc., to help them. Reshape the values ​​and guide them on the path of self-reliance and honest labor.
