In order to protect the health and safety of our compatriots at home and abroad, according to the unified domestic deployment, from 0:00 on April 1 (Friday), Mexico City time, the Chinese Embassy in Mexico will adjust the requirements for the acceptance of the health code/statement of health status for those traveling to China.

details as follows:

1. Testing requirements

  (1) "Double Nucleic Acids"

  Those who have been fully vaccinated against the new crown vaccine for 14 days must go to two different institutions designated by the Chinese embassy in Mexico for a nucleic acid detection RT-PCR within 2 days before boarding (subject to the first sampling time) (no need Serum IgM antibody test), and at least one nucleic acid test must be sampled within 12 hours before boarding (if you take a flight departing in the morning, it can be relaxed to the afternoon of the previous day).

  (2) "Double Detection"

  Those who have not been fully vaccinated against the new crown vaccine or who have not been vaccinated against the new crown vaccine must go to any one of the testing institutions designated by the embassy in Mexico within 2 days before boarding. The test must be sampled within 12 hours before boarding (if you take a flight departing in the morning, it can be relaxed to the afternoon of the previous day).

2. List of testing institutions

In view of the fact that some nucleic acid testing samples must be sampled and reported within 12 hours before boarding, all passengers are requested to confirm the details of nucleic acid testing with the testing agency in advance, so as to avoid delays in boarding due to unqualified sampling time and failure to obtain the testing report in time. .

3. Sampling and detection methods

  (1) Nucleic acid detection: The nucleic acid detection method in the report must be real-time fluorescent RT-PCR.

The sampling method must be Nasofaríngeo, a nasopharyngeal swab.

The sampling time must be expressed as Fecha de toma/ Fecha de muestra/ Sampling date, etc. Fecha de solicitud/

  Fecha de ingreso/Fecha de impresión etc. as sampling time.

  (2) Serum IgM antibody detection: The detection method in the report must be chemiluminescence method Quimioluminiscencia or enzyme-linked immunosorbent assay ELISA.

The sampling method must be venous blood collection (sangre de vena/sangre venosa/ sangre periférica, etc.), fingertip blood collection sangre de dedo is not acceptable.

The sampling time must be expressed as Fecha de toma/ Fecha de muestra/ Sampling date, etc. Fecha de solicitud/

4. Other general application materials that must be uploaded

  The embassy in Mexico only accepts health codes for people whose origin is Mexico (other cities except Baja California, Baja California Sur, Sonora and Chihuahua) and who only transit once (except for technical stops) to China Apply.

For countries with direct flights to China, the embassy in Mexico will not accept the health code application for those who come to Mexico and transfer to China.

When applying for a health code from Mexico, people going to China must upload the following:

  (1) The information page of the applicant's valid travel documents (passport, travel document, seaman's card, etc.).

  (2) For "dual nucleic acid" testing personnel, please upload a new crown vaccination certificate (including name, certificate number, vaccine brand, vaccination dose, vaccination date, etc.) that has been fully vaccinated and has been 14 days old.

If you are vaccinated in China, please upload the Chinese vaccination certificate (or the "International Travel Health Certificate" downloaded from the international version of the epidemic prevention health code) and the "New Crown Vaccination Statement" (Annex 2) signed by yourself.

If you are vaccinated in Mexico, please upload the vaccination certificate (Appendix 3) downloaded from the relevant website of the Mexican Ministry of Health and the "New Crown Vaccination Statement" signed by me.

If you are vaccinated in a third country, please upload the vaccination certificate and the "New Crown Vaccination Statement" signed by yourself.

  (3) Full flight itinerary with name, passport number, booking number and other information.

  (4) Valid residence certificate documents in Mexico.

Residence certificates include permanent or short-term residence cards (Residencia Permanente/Temporal), entry cards (FMM), etc.

  (5) If they are personnel of Chinese-funded institutions, personnel on temporary business trips or crew members in Mexico, additional supplementary materials must be submitted in accordance with Articles 6 to 8 of this notice.

5. Special requirements for applying health codes for persons with a history of infection, close contacts and persons with suspected symptoms

  (1) Persons with a history of infection.

Those who have been diagnosed or have been positive for any of nucleic acid, IgM antibody, and IgG antibody test results (except for IgM and IgG antibody positive due to vaccination with the new crown vaccine), please apply for a health code according to the following procedures:

  1. Pre-trial.

  Please provide the diagnostic certificate of lung imaging (lung CT or X-ray) issued by a medical institution in Mexico (pregnant women may not provide it, but a pregnancy certificate issued by a regular hospital is required), as well as the negative certificate of 2 RT-PCR nucleic acid tests (at the embassy). The date of lung imaging diagnosis should be later than the date of diagnosis or positive test results, and the nucleic acid test time should be 3 days before the submission of the pre-review application.

  2. Isolation and health monitoring.

  14-day quarantine management and health status monitoring will be carried out from the date of receipt of the "pre-approval" email.

During this period, if there are suspected symptoms such as fever, cough, and diarrhea, nucleic acid testing must be carried out in time; if the result is negative, the 14-day quarantine and health monitoring should be repeated; if the result is positive, treatment should be timely and the pre-trial process should be restarted.

  Individual high-risk or suspect individuals may prolong isolation management and health monitoring.

  3. Check before boarding.

  After the 14-day isolation and health monitoring are completed, if the physical condition is normal, a "double test" must be carried out and a health code/health status declaration form must be applied for according to the corresponding requirements.

  (2) Persons in close contact.

Close contacts refer to those who have had close contact with them but have not taken effective protection since 2 days before the symptoms of suspected cases and confirmed cases, or 2 days before the samples of asymptomatic infected persons were sampled.

  The close contact personnel should truthfully declare the close contact situation and conduct 14-day isolation and health monitoring as soon as possible.

Nucleic acid tests are carried out on the 1st, 4th, and 7th days of the monitoring period, and if the results are all negative, a "dual test" can be carried out after completing the 14-day quarantine and health monitoring, and a health code/statement of health status can be applied for according to the corresponding requirements.

Please truthfully report the connection situation when applying, and upload all test reports.

  (3) Persons with suspected symptoms.

If you have suspected symptoms such as fever, cough, and diarrhea within 14 days before applying for the health code, or you are refused boarding by the airline due to high body temperature or suspected symptoms, you cannot be issued a health code.

  Applicants are required to undergo 14-day quarantine and health monitoring.

Nucleic acid tests will be conducted on the 1st, 4th, and 7th days of the monitoring period. If the results are all negative, please conduct a "dual test" after completing the 14-day quarantine and health monitoring, and apply for a health code/statement of health status according to the corresponding requirements.

Please report the suspected situation truthfully when applying, and upload all test reports.

6. Additional requirements for personnel of Chinese-funded institutions in Mexico to apply for health codes

  Personnel from Chinese-funded institutions (including central enterprises, state-owned enterprises, private enterprises, news media, coaching staff, Confucius Institute teachers, volunteers, and international students) originating from Mexico must undergo quarantine observation and closed-loop management 21 days before boarding.

When applying for a health code, in addition to meeting the general requirements, the "Isolation Management Certificate" (Annex 4) issued by the enterprise or unit must be uploaded, otherwise the health code will not be reviewed and issued.

7. Additional requirements for temporary business trips to Mexico to apply for health codes

  Those who come to Mexico temporarily from China on business must undergo at least 14 days of isolation and closed-loop management before returning to China, and when applying for the health code, the temporary business trip approval document issued by the company (no specific format requirements, but must be stamped with an official seal or issued by The signature of the person in charge of the enterprise) and a description of the closed-loop management (please refer to the "Isolation Management Certificate" style) are uploaded to the applet together.

If the company is stationed in Mowu, the relevant certificate should be issued by the domestic company.

8. Additional requirements for seafarers to apply for health codes

  Crew members who disembark in Mexico and plan to take a flight to China, in addition to strictly implementing the third requirement, should undergo 14-day quarantine and closed-loop management in Mexico.

Before entering the 14-day quarantine period before boarding, the crew should go to the testing institution specified by the embassy to conduct a nucleic acid pre-check. If the result is negative, they can enter the isolation closed-loop management. If the result is positive, please contact the embassy immediately, and press History staff.

  If there is no abnormality during the quarantine period, when applying for a health code, in addition to meeting the general requirements in Article 4 above, you must upload the nucleic acid pre-inspection test report and the closed-loop management statement issued by the company (Annex 5), otherwise it will not be reviewed and issued. health code.

  Calculation standard for crew isolation closed-loop management time: If the nucleic acid pre-test is carried out on April 1 and it is negative, isolation and closed-loop management will begin on April 2, and the 14th day will be April 15. The earliest can take off on April 16. flight.

If a crew member is diagnosed during the period, other crew members accompanying the crew will be treated as close contacts.

9. Other precautions about the new crown vaccine

  (1) The pre-boarding test items are closely related to whether or not to receive the new crown vaccine. All passengers must truthfully declare their vaccination status.

If a vaccinated person maliciously declares not to be vaccinated, and conducts double nucleic acid and serum antibody testing to avoid double nucleic acid testing, or an unvaccinated person maliciously declares for vaccination and conducts double nucleic acid testing to avoid nucleic acid and serum antibody double testing, the embassy The relevant situation will be recorded in detail and notified to the relevant domestic authorities.

  (2) The embassy does not require the booster shot for the time being, that is, the timing of the booster shot has nothing to do with applying for the health code.

  (3) If the vaccinated vaccine is a 2-dose or 3-dose vaccine, all doses of the vaccine must be completed, otherwise it will be regarded as an unvaccinated person.

  (4) Those who complete 2 doses of inactivated vaccine on the same day are also considered unvaccinated.

Such personnel can only be regarded as vaccinated after receiving a dose of inactivated vaccine.

  (5) If the same product cannot be used to complete the vaccination, other vaccines with the same technical route (such as inactivation technology, mRNA technology, etc.) can be used to complete the vaccination.

If the vaccines of different technical routes are vaccinated, all doses of at least one of the vaccines must be completely vaccinated before they can be regarded as vaccinated personnel.

10. Channels for applying for health code

  (1) Chinese passengers apply for a green health code with the "HS" logo.

After obtaining the relevant negative test certificate, Chinese passengers should immediately declare their personal information and upload relevant materials according to the above requirements through the WeChat applet of the "International Version of Epidemic Prevention Health Code".

After being reviewed and approved by the embassy, ​​a dynamic green health code with the "HS" logo can be obtained.

Please take the flight within the validity period of the health code and cooperate with the airline to check.

  (2) Foreign passengers apply for the QR code of the green health declaration with the "HDC" logo.

Passengers of foreign nationality can log on to the website https://hrhk.cs.mfa.gov.cn/H5/ through a computer or mobile phone, declare their personal information and upload relevant materials as required.

After being reviewed and approved by the embassy, ​​the QR code of the green health declaration with the "HDC" logo can be obtained.

Foreign passengers must present the QR code of the health declaration form for verification by the airline when boarding the plane.

11. Other important reminders

  (1) Regarding the review time of the health code: The embassy will review and issue the health code as soon as possible after receiving the application, including holidays and weekends, to ensure that you can board the plane to China smoothly.

In order to avoid delays in your trip, please log in to the international version of the epidemic prevention health code applet or the web version to submit the application as soon as you get the test results.

Please wait patiently for the review results. If you have not received the health code within 2 hours before boarding, you can inquire by phone or email.

  (2) This notice shall come into force on April 1, 2022.

If there is any inconsistency between the notices and supplementary instructions issued by the embassy concerning health code applications, this notice shall prevail.

If you take a flight back to China before April 1, it will be implemented in accordance with the previous notice.

  (3) After obtaining the test result report, the applicant must carefully check whether the personal information on the test report is correct.

  (4) After uploading the test certificate, if you find that you need to upload a new test certificate due to operational errors or other reasons, you can log in to the applet at any time, click "Re-apply", and follow the prompts.

After choosing to re-apply, the system will automatically cancel the application that has been submitted for review and cancel the "HS" green health code that has been obtained.

The "re-declaration" operation can be performed up to 2 times.

After completing the re-declaration, the embassy will conduct a review based on your latest declaration. The review sequence will be automatically generated by the system. "Re-declaration" without justifiable reasons will affect the review progress. Please operate with caution.

  (5) Please take the initiative to reduce contact with the outside world before boarding, try to isolate yourself at home, avoid unnecessary travel, do not participate in group gatherings, and do not go to gatherings and dinners in crowded places to avoid cross-infection.

After completing the double test, you should continue to isolate at home and take personal protection on the day of travel.

If you feel unwell, please seek medical attention in time, and adjust your itinerary to China in time according to the situation.

  (6) The above policies involve all personnel going to China, including infants and young children.

  (7) If the information submitted by the applicant is not true, the health code will be refused, and the loss caused shall be borne by the applicant.

If fraud or concealment is found, the embassy will notify the domestic public security department for serious accountability. Please do not try the law by yourself.

  (8) If the test only informs the test results by electronic means, and does not issue a paper test report, the applicant is requested to print and take a photo or screenshot of the electronic version of the test report and upload it.

  (9) The embassy may request any person going to China to provide supplementary materials as appropriate.
