• The new Paris municipal police organized a day on Tuesday to discuss with Parisians – motorists, cyclists or scooter users – on road incivilities.

    The goal: to raise awareness of the risks for pedestrians.

  • The day was also an opportunity to recall that verbalizations exist for these incivilities and that the new police officers are authorized to draw up fixed fines.

  • 135 euros and 6 points for a priority refused on a pedestrian crossing, 90 euros for bicycle headphones… A flyer distributed by the police recalls some of the possible verbalizations.

Slaloming between parked two-wheelers, avoiding scooters, getting around works, failing to get shorts cut while crossing... Being a pedestrian has always been a high-level sport in Paris.

But in recent months, the risks are increasing according to the municipal police who organized a day on Tuesday on the protection of pedestrians.

With the development of soft mobility and road improvements, the dangers for pedestrians are increasing in the capital.

While accidents involving pedestrians have tended to decrease in recent years, 1,041 pedestrians were victims of accidents in 2020. Among them, 15 people were killed and 78 seriously injured.

And the trend would have started rising again since the beginning of 2022.

2,000 municipal police officers, empowered to verbalize

To stem this inflation, nearly 2,000 agents traveled through the capital on Tuesday for more than 200 operations.

Distribution of flyers, exchanges with Parisians and… verbalizations.

"The goal is to educate, and this also involves sanctions," explains Nicolas Nordman, deputy mayor of Paris in charge of security and the municipal police.

Present this Tuesday morning near the Gare de Lyon alongside Emmanuelle Pierre-Marie, the mayor of the 12th arrondissement and Michel Felkay, director of the municipal police, the elected official detailed the purpose of this operation: "We must remind all that priority goes to pedestrians, who are the most vulnerable.

Of the eight million journeys made every day in Paris, nearly half are made on foot, and 20% of road accident victims are pedestrians.

Too high a number.

In question, incivility of all kinds, and bad habits.

“Everyone must be reminded of the risks they take for others.

Especially since we are all pedestrians at some point in the day,” explains Emmanuelle Pierre-Marie.

Two points were particularly highlighted.

Freeing up the sidewalks initially to prevent pedestrians from having to walk down the road and to facilitate passage for people with reduced mobility.

In fact, all motorized two-wheelers parked on the sidewalk must be removed.

Coincidence or well-prepared communication, when elected officials broached the subject, a service van picked up a scooter on the other side of the road.

Pedagogy and sanctions

Traffic was also an important subject, and here too, the penalties will fall, as Michel Felkay reminds us: "A priority not respected at the pedestrian crossing is a fine of 135 euros and a withdrawal of 6 points on the driving license .

Cyclists and scooters are not forgotten, like this young man who naively stops at a red light, in front of two officers... with his headphones in his ears.

Sandrine, municipal police officer since October 2021, and member of the first promotion, explains to him the risk he poses to pedestrians by his loss of concentration, and to himself in the face of the risk of not hearing traffic around.

Strengthen the presence and image of the municipal police

"Through this operation, we also want to show that our presence will be strong and will continue to increase," adds Michel Felkay.

Created in 2021, the new municipal police should have nearly 3,700 officers by 2026, all sworn in to deal with traffic offences.

Nicolas Nordman also specified that the town hall was going to increase the presence of video verbalization in the streets of Paris, in order to sanction incivility on the road.

This type of special day should be declined every month from now on, with from the end of April, a day on the theme of noise and noise pollution.

The objective is to communicate on the major missions of the municipal police, to make Parisians aware of the rules to follow and to strengthen the presence of municipal police officers everywhere in the capital.
