The poll found that Biden's overall approval rating fell to 40 percent, the lowest level since he was president.

55% of respondents were dissatisfied with his performance as president.

An NBC News poll in January showed approval for Biden's job performance at 43 percent, with 54 percent dissatisfied with his performance.

The poll also found that Republicans had a 2-point lead over which party should control Congress ahead of the November midterm elections.

"This poll shows that Biden and the Democrats are in for a disastrous election," said Bill McInturff, a Republican pollster at Poll Strategies. Democrats of the McInturff and Hart Research Association Pollster Jeff Howett co-conducted the survey.

The survey was conducted March 18-22, ahead of Biden's trip to Europe.

The survey also gave Biden and Democrats some hope, including an increase in support for Biden's handling of the pandemic.

Additionally, nearly 80 percent of Americans said they agree with Biden's decision to ban Russian oil imports, even if it means higher prices.

Democratic pollster Howett said that the most prominent point in the poll is that the American public has not yet chosen to support Biden because of the Russia-Ukraine conflict.

Moreover, during the worst inflation surge in the U.S. in 40 years, an overwhelming majority said they believed the country was heading in the wrong direction and disapproved of Biden's handling of the economy.

Biden's handling of the economy has fallen as the cost of living has jumped to the top of the list of concerns for Americans, replacing jobs and the economy, suffrage/election integrity and the coronavirus as the top issues, all in January's topped the survey.

62% of respondents said their household income was below the cost of living; 31% said they were able to make ends meet; and 6% said their income was growing faster than the cost of living.

When asked which question -- lowering inflation and improving the economy, or ending the Russia-Ukraine conflict -- should be Biden's top priority, 68% chose inflation/economy and 29% chose Russia Ukrainian conflict.
