In order to protect life safety and physical health, in accordance with the new requirements and in light of the actual situation in Australia, the latest notice of pre-departure testing for people departing from Australia to China is hereby issued.

The new arrangement will take effect on April 1, 2022. Passengers who take flights to China on or after April 1 (inclusive) should follow it.

1. Testing requirements

  (1) All personnel must take a PCR nucleic acid test on the 7th day before boarding (if you plan to take the flight on April 8, you must take a nucleic acid test on April 1), and start a 7-day self-isolation test at the same time. Health monitoring and fill in the "Self Health Status Monitoring Form (7 Days)", and then conduct corresponding pre-trip inspections according to the following vaccination status.

After completing the above testing and monitoring requirements, please submit a health code application to the corresponding embassy or consulate according to the state where the first inspection is carried out 7 days before boarding.

  (2) Pre-trip inspection:

  (1) For persons who have been fully vaccinated with inactivated vaccines:

  1. The above-mentioned passengers going to China must undergo 2 PCR (nucleic acid tests) within 2 days before boarding (which must be performed at two different testing institutions), and the second nucleic acid testing must be completed within 1 day before boarding.

Serological testing is not required.

  2. Persons who have been fully vaccinated with the inactivated COVID-19 vaccine refer to those who have completed the whole course of vaccination with the inactivated COVID-19 vaccine (the doses and intervals meet the requirements) for 14 days.

  3. Persons who have been fully vaccinated with inactivated vaccines, if they have received non-inactivated vaccines again, will be tested and applied for health codes according to those who have been fully vaccinated with inactivated vaccines.

  4. Common inactivated vaccines against COVID-19 include Sinopharm (SinoPharm, 2 doses required) and Sinovac (Sinovac, 2 doses required), and other inactivated vaccines are implemented by reference.

  (2) For persons who have been fully vaccinated with non-inactivated vaccines:

  1. The above passengers going to China must undergo 1 PCR (nucleic acid test) and 1 serum (IgM) antibody test against N protein at the testing institution within 1 day before boarding.

  2. Common non-inactivated vaccines for new coronary pneumonia include Pfizer (Pfizer, 2 doses required), AstraZeneca (AstraZeneca, 2 doses required), Moderna (Moderna, 2 doses required), other non-inactivated vaccines refer to implement.

  (3) Persons who have not been vaccinated and have not been fully vaccinated:

  The above passengers going to China must undergo 1 nucleic acid test and 1 IgM antibody test at the testing institution within 1 day before boarding.

  (4) In order to reduce the risk of infection on the way, passengers who live in Sydney and Melbourne have direct flights to China, in principle, they should depart from the local area.

If you need to go to another city to take a flight to China for special reasons, all tests must be completed in the city where the flight departs (including all tests 7 days before boarding and 48 hours before boarding).

  (3) Rapid antigen detection

  Passengers going to China must take a rapid antigen test on the day of boarding, and issue a report indicating the testing institution, test time and test results and other necessary information.

The report does not need to be uploaded to the health code review platform, but must be carried with you for inspection by the airline before boarding.

Those who do not have an antigen test report or the report does not meet the requirements will not be allowed to board the plane.

  (4) Persons with a history of previous infection

  [Determination of persons with past infection history]

  1. Those who have been diagnosed with new coronary pneumonia are regarded as those with a history of previous infection.

  2. Any test result of nucleic acid, serum IgM antibody and IgG antibody is positive (except for the positive IgM antibody and IgG antibody caused by the vaccination of new coronary pneumonia), and it is regarded as a person with a history of previous infection.

  3. Those who are vaccinated with non-inactivated vaccines, such as N protein IgM antibody positive, are regarded as those with a history of previous infection.

  [Test requirements for persons with a history of past infection]

  1. The applicant must provide the local Chinese embassy and consulate with a lung imaging diagnosis certificate and two negative nucleic acid test certificates (sampling interval of more than 24 hours), and the latest date of issuance of the nucleic acid test result certificate must be completed. 6 weeks.

  2. If the local Chinese embassy and consulates have confirmed that they have recovered for 6 weeks, the applicant can start the nucleic acid pre-test. It is necessary to do two nucleic acid tests (two different testing institutions), and the sampling interval is more than 24 hours.

If the result is negative, conduct 14-day health monitoring and fill in the "Self Health Monitoring Form (14 Days)".

  3. After completing the above process, the applicant shall conduct the corresponding pre-boarding test according to the test requirements according to their own vaccination status. If the test results are all negative, the health code will be reviewed and issued.

If the nucleic acid is positive again, the above steps need to be completed again.

  (5) Close contacts or persons with suspected symptoms

  The parties are required to undergo 14-day isolation and health monitoring, and fill in the "Self-Health Status Monitoring Form (14 Days)".

Nucleic acid tests will be conducted on the 1st, 4th, and 7th days of the monitoring period. If the results are all negative, please conduct corresponding tests before boarding according to your own vaccination status.

  (6) Passengers in transit to China

  1. Persons from countries that do not have direct flights to China to transit in Australia must first submit a health code application to the Chinese embassy or consulate at the place of origin.

  2. After arriving in Australia with the health code issued by the place of origin, they must undergo a secondary test at the transit place in accordance with the relevant regulations of the embassy and consulate in Australia.

  3. Chinese embassies and consulates in Australia will not accept applications for health codes that depart from Australia and transit to third countries or regions.

2. Submit the application

  (1)【Materials Required】

  Please prepare scans or screenshots of the following materials in advance:

  1.7-day first PCR test report and "Self-health status monitoring form (7 days)";

  2. The pre-trip test report provided as required according to the vaccination status of the self (for the N protein test report, Nucleocapsid should be clearly marked);

  3. Persons with a history of infection, close contacts, persons with suspected symptoms, etc. are also required to provide relevant nucleic acid test reports involved in the recovery process, lung imaging diagnosis certificates, and Self-Health Status Monitoring Form (14 days), etc. as required by this notice. supplementary material;

  4. Proof of vaccination against COVID-19 (if any);

  5. Air ticket or itinerary for a direct flight from China to China;

  6. Valid travel documents and proof of legal residence in Australia (such as visas, utility bills, bank statements and other materials are not recognized).

If the visa expires, a declaration form must be filled out at the same time.

  (2)【Application Channel】

  1. Chinese citizens (including those who hold Chinese passports, travel documents, "Mainland Travel Permit for Hong Kong and Macau Residents", and "Mainland Travel Permits for Taiwan Residents"): Search for "International Version of Epidemic Prevention Health Code" through WeChat, and enter the WeChat Miniature for International Version of Epidemic Prevention Health Code. Procedure, fill in the form, submit and apply for a health code.

  2. Non-Chinese citizens: Enter through the webpage of the Foreigner's Health Status Declaration.

3. Important reminder

  (1) The embassies and consulates in Australia once again reminded the special nature of international travel during the epidemic, and strongly called for continued adherence to "non-emergency, non-essential, and no travel".

  (2) Be sure to test and report in good faith to ensure that the test data is true and valid.

Tampering with test reports, maliciously uploading nucleic acid positive reports and other materials, or concealing illnesses and "fraudulently obtaining" health codes may be suspected of endangering public safety by dangerous methods, and will be severely investigated for legal responsibility.
