The report included 19 parliamentary recommendations adopted by the Council during its session last Tuesday, most notably ensuring free treatment for families referred by family counselors to departments of psychiatry and mental health that are not available in government hospitals.

In detail, a parliamentary report issued by the Committee on Constitutional and Legislative Affairs and Appeals to the Federal National Council identified 16 legal, technical and administrative observations that were monitored by members of the committee on the "policy of the Ministry of Justice regarding family guidance", which included them in three main axes, the first of which is related to strategies and legislation related to family guidance.

He stressed that "the increase in the number of family cases in the courts... represents an important indication that family counselors do not have sufficient experience to deal with changes and face family problems, in addition to the fact that the incompetence of those in charge of family counseling must be dealt with as an urgent social issue, Considering that having the skills to influence others directly causes the development of family disputes (either positively or negatively) or to divert the course of these disputes to the courts.

The report indicated that, during its study, the committee monitored the “efforts of the Ministry of Justice in introducing the importance of the role of family guidance centers and family counselors,” the absence of a unified media plan for the important societal role of family guidance centers, and the limited number of media awareness programs and campaigns for family guidance in the media and social media channels. And the lack of diversity of programs offered by the ministry's family guidance centers, compared to international practices in the matter of family guidance.

The report concluded with 19 parliamentary recommendations adopted by the Council, and decided to return them to the Committee to make some amendments to them, including the need to amend legislation regulating personal status (Federal Law No. 28 of 2005, amending laws, and related regulations and regulations), to ensure that these legislations keep pace with social changes and economic development, and developing the role of family guidance committees, enabling them to provide specialized counseling services, and reviewing the requirements of the family guidance profession stipulated in Article (8) of Ministerial Resolution No. A specialized psychologist qualifies him to work in this field, in addition to the other tests prescribed in this regard.

The recommendations also included working to increase the functional privileges of the family guidance profession, similar to the “notary”, to encourage joining this profession, provided that he passed the psychological measurement tests required to work, in accordance with the best standards and practices for this profession, develop an integrated strategy in the matter of the family, and work to unify Policies related to the qualification and training of family counselors, standards for measuring the performance and quality of the work of family guidance offices, and work regulations in the related courts, taking into account the adoption of successful local and international practices and experiences that would end the conflict in peace, and work to increase the budgets allocated to family guidance projects and initiatives, to ensure Achieving its strategic objectives, and measuring the effectiveness of these projects and initiatives.

It also included the need to provide separate buildings for family guidance centers in all state courts, to ensure confidentiality and privacy, and to focus on the preventive dimension of family guidance centers, through mutual coordination between the Ministry of Justice and the Ministry of Community Development (represented in the Department of Marriage Grants) to work on preparing and presenting awareness programs and lectures Provided by the Department of Marriage Grants and Supervision, and the Ministry’s review of its training and rehabilitation plans specialized in developing family guidance programs (preventive, developmental, and curative), and the necessity of adopting these programs and courses from the concerned authorities recognized by the Ministry of Education, and legalizing the number of cases presented to the family mentor, Giving sufficient time to each case separately, before referring the dispute to the Personal Status Judge, and setting up a charter of professional ethics for family guidance that includes a number of functional values.

The Council also recommended the establishment of a coordinating committee under the supervision of the Ministry of Justice, aimed at cooperating with all the authorities concerned with family guidance (federal - local - private), to ensure the unification of family guidance procedures in the courts, the stages of reconciliation and guidance, and setting standards for the efficiency of family guidance committees and centers and rehabilitation and training programs and benefit from federal and local research centers, unify their efforts in social studies concerned with family problems, and develop unified frameworks and coordination mechanisms between the Ministry of Justice and the federal agencies concerned with family guidance, to ensure the unification of the procedures and standards used for family counseling at the state level.

The recommendations included ensuring free treatment for families referred by family counselors to departments of psychiatry and mental health that are not available in government hospitals, in coordination with the Ministry of Health and Community Protection, regarding the inclusion of mental health in health insurance programs in force in the state, and the establishment of a unified database between the authorities concerned with family guidance. (Federal, local and private), and activating the electronic family guidance platform, to ensure the linkage between the files of the families of the litigants in the various state courts, and to increase the number of qualified family counselors, through coordination between the Ministry and higher education institutions accredited in the country to work on the development of an academic path specialized in family guidance, and to develop programs Appropriate qualification for family mentors working in this field to continuously develop their capabilities.

The council recommended that the necessary legislative and procedural steps be taken to issue a unified professional license to practice the profession of family guidance, especially for the category of social media activists, and to set scientific standards and standards similar to international comparative systems in this regard, and to emphasize the importance of the ministry’s role in monitoring and supervising social media activists from among the mentors. families, and coordination between the Ministry of Justice and the Ministry of Culture and Youth, to work on developing a unified media plan to highlight the societal role (preventive, developmental and curative) of family guidance centers, and the importance of their role in supporting the family, through various “qualitative” initiatives in the official media and social media.
