At the meeting, Zhang Jun, Permanent Representative of China to the United Nations, called on all parties concerned to remain calm and restrained, adhere to the correct direction of dialogue and consultation, and comprehensively elaborate China's views and propositions on the political settlement of the Peninsula issue.

  Zhang Jun said that the DPRK recently announced an intercontinental ballistic missile test launch, and China is concerned about the current development.

The direct parties to the Korean Peninsula issue, that is, the United States and the DPRK, should resume the direct dialogue process as soon as possible.

The US should show sincerity, take practical actions, and make greater efforts to stabilize the situation, build mutual trust and restart dialogue.

  Zhang Jun said that the leaders of the United States and the DPRK have held many meetings since 2018 and reached important consensus on improving relations between the two countries and advancing the process of denuclearization of the peninsula. The commitment to the test launch is an important step towards the denuclearization of the peninsula.

However, since the beginning of 2021, especially since the beginning of May, the dialogue between the US and the DPRK has continued to stalemate, the denuclearization process has stagnated, the situation on the peninsula has increased, and tension has risen.

Apart from expressing "unconditional dialogue", the relevant parties have not taken concrete actions to respond to the legitimate concerns of the DPRK.

  Zhang Jun said that as a close neighbor of the peninsula, China always insists on maintaining peace and stability on the peninsula, denuclearization of the peninsula, and resolving issues through dialogue and consultation. It is hoped that the US and the DPRK will actively engage in dialogue and contacts and seek effective solutions to their differences.

Under the current circumstances, the international community should maintain a prudent and rational attitude on the Peninsula issue and play a positive and constructive role in promoting the political settlement of the Peninsula issue.

China calls on all parties to focus on the overall situation of peace and stability on the peninsula, and make unremitting efforts to realize the denuclearization of the peninsula and build a peace mechanism on the peninsula in accordance with the "dual-track progress" approach and the principle of phased and synchronized implementation.

  Zhang Jun emphasized that attention should be paid to addressing the legitimate concerns of the DPRK side.

The situation on the peninsula has come to this day for a reason.

The root of the problem is that the external security threats faced by the DPRK have not been eliminated for a long time, and the DPRK's reasonable security concerns have never been resolved.

Facts have repeatedly proved that dialogue and diplomatic efforts can only avoid crises if they go ahead, and it is not in the interests of any party to let the situation continue to deteriorate.

Where the situation will go in the next step depends to a large extent on what the US does, whether it takes concrete actions to solve the problem or continues to use the peninsula issue as a geostrategic bargaining chip.

  Zhang Jun said that the Security Council resolutions related to the DPRK should be fully, completely and accurately implemented.

The Security Council should play a constructive role on the Korean Peninsula issue, and should not blindly emphasize sanctions and pressure.

The starting point of the DPRK-related draft resolution jointly proposed by China and Russia at the Security Council is to ease the humanitarian situation in the DPRK, to create an atmosphere for all parties to promote mutual trust and achieve dialogue, and to inject impetus into the political settlement of the Korean Peninsula issue.

This draft is still valid, and we hope that all parties will actively consider and support it.
