By convention, more than 100 central departments will publish their departmental budgets this year. This is the 13th consecutive year that central departments have published their own "ledger".

  The departmental budget disclosed by the central departments in 2022 includes 9 statements including the departmental revenue and expenditure summary table, the departmental revenue summary statement, and the departmental expenditure summary statement.

The relevant person in charge of the Ministry of Finance stated that in order to enable the public to find, understand and supervise, each department not only publishes the above-mentioned budget statements, but also adjusts the changes in budget revenue and expenditure, the arrangement of operating funds, the “three public” funds, the government Procurement, occupation of state-owned assets, budget performance management, projects submitted to the National People's Congress for deliberation, etc. are explained, and more professional terms are explained.

  This year's government work report made it clear that "it is necessary to insist that the government live a tight life and make better use of the people. Vigorously optimize the expenditure structure, ensure key expenditures, and strictly control general expenditures."

Tight living has become the norm, as seen in the central departmental budget.

  The first sentence of the "Ledger" of the Ministry of Finance is: In 2022, implement the requirements of tight living, continue to vigorously reduce general expenditures, and use the money where it is needed.

According to the "Ledger", this year, the Ministry of Finance's total revenue and expenditure budget is about 7.85 billion yuan, a decrease of about 30.5% compared with last year's 10.24 billion yuan, and the "three public" funds are the same as last year.

  Among the central departments with open budgets, only 6 units will increase their "three public" funds in 2022.

Among them, the Ministry of Science and Technology, the State Administration of Radio and Television, the Chinese Academy of Engineering, and the State Administration of Foreign Exchange have increased the purchase and operation fees of official vehicles, and the National Medical Security Administration and the Red Cross Society of China have increased the fees for going abroad (territorial) on business.

  In addition to publicly implementing the government's request to reduce expenditures, the above-mentioned person in charge of the Ministry of Finance introduced that compared with 2021, the central government budget disclosure in 2022 has also increased the disclosure of project expenditure budgets.

Promoting the disclosure of project expenditure budgets is conducive to urging all departments to improve budget preparation, optimize expenditure structure, and improve the efficiency of capital use.

  Deng Shulian, a government budget expert and a professor at Shanghai University of Finance and Economics, told reporters that it is extremely important for central departments to centrally publish the "ledger" because it is the only effective tool to regulate public power and allow fiscal power to operate under the "sunshine".
