The PSC and the

commons

have reached an agreement with ERC and Junts, the pro-independence parties that make up the Government, to try to circumvent the application of the ruling that requires 25% of classes to be taught in Spanish in all schools in Catalonia from next Monday.

The trick is to modify the language policy law to consecrate the presence of Spanish in schools without setting a minimum percentage of use, as required by Justice.

The legal text agreed by the independence forces, the socialists and the Catalan brand of Podemos makes it explicit that Catalan will be "the language normally used as a vehicular language" and Spanish will be "also used in the terms established by the linguistic projects of each center".

This movement of the parties that are part of the so-called National Pact for Language is just one more of the maneuvers that the Catalan Executive is developing to try to shield linguistic immersion.

A parallel move to the one announced this week by the Minister of Education,

, who on Tuesday advanced the next approval of a decree to modify the Catalan Education Law (LEC) so that it recognizes the presence of Castilian in the centers, but again without setting a minimum usage fee for Spanish.

The so-called decree of basic education teachings points in the same direction -which affects both Primary and ESO, prepared in February and which determines that "the centers will have a percentage of the weekly schedule that they will manage autonomously" to modulate immersion at will, being able to impart more Spanish, but also more Catalan.

The Government's argument, now officially shared by the PSC and the commons, is that immersion must be flexible to adapt to the linguistic needs of students depending on whether their school is located in a predominantly Spanish-speaking area or not.

This is how the Catalan Executive and its linguistic partners reject the 25% sentence, which imposes this quota of Castilian, to end the exclusion of the common language from schools in Catalonia.

However, none of the maneuvers to circumvent the court ruling will prevent the Generalitat from contempt if all the schools in Catalonia are not complying with the TSJC ruling next Monday, when the deadline for its execution expires.

Given the forecast that the Government will disobey, the entities for bilingualism are already preparing to demand that the Government order the Generalitat its forced execution and to present collective lawsuits with the same purpose in anticipation that the Socialist Executive led by Pedro Sánchez ignore them.
