The county administrative boards compile "situational pictures" of how Swedish society has been affected by Russia's invasion of Ukraine.

The overall picture of the first reports is that the effects so far are small and that collaboration between different actors works well.

But SVT's review shows that there are also problems, warnings and clouds of unrest.

Many municipalities are calling for better information from the Swedish Migration Board and other authorities.

The County Administrative Board of Jämtland writes that there is "still a problem" with the communication regarding the placement of refugees, and among other things Halland calls for information about the financing.

"The issue of state compensation to the municipalities for evacuation housing provided must be resolved," writes the County Administrative Board of Skåne.

In Jämtland, municipalities feel that it "takes a lot of energy" to handle all voluntary refugee initiatives.

But there are also solutions;

In both Jämtland and Kronoberg, e-services are used that coordinate voluntary efforts.

Concerns about rabies

In several places, the question of the refugees' accompanying pets is raised.

The County Administrative Board of Skåne writes that it is a “New situation compared to 2015 that many bring animals with them.

The Swedish Customs checks on arrival and thereafter the Swedish Board of Agriculture is responsible.

It is unclear how this will work in practice. "

Östergötland warns of the risk of rabies infection in Sweden and the Gotland County Administrative Board writes that the region collaborates with veterinarians due to the risk of rabies.

Gotland also wants to see coordinated information in Ukrainian about what applies to accompanying pets, and Jämtland sees a "possible need for nationally coordinated information about rabies".

Initiative "takes power"

The war and the refugee wave give rise to both concerns and questions.
