• Energy Sánchez, concerned about a failure of his tour: "The European Summit cannot end without an agreement"

  • Europe at war Ribera denies in Parliament the gas pipeline that Sánchez demands from Macron

The German government is leading the opposition to interventionist measures in the gas market that have led to the failure of the tour carried out by the Prime Minister, Pedro Sánchez, in recent days.

The opposition of

Germany, the Netherlands

and Scandinavian countries to taking interventionist measures that could harm the necessary private investments in renewable energies is noted in the draft conclusions of

the European Council

, where there is more of a kick forward to study intervention measures than actions immediate.

«The European Council has discussed how to advance the work of supervision and optimization of the operation of the electricity market.

It has invited the

European Commission

to take the necessary initiatives, also taking into account the final report of the ACER", it limits itself to pointing out in the draft, to which

EL MUNDO has had access

.

In other words, buying time without specifying and also giving the European Commission a mandate to take into account, for any future proposal, the final report of the European regulator ACER, until now hostile to reforming the market, as Sánchez proposes, to get gas out of price formation.

The President of the Government insisted yesterday in statements to the

Financial Times

on the urgency of taking measures to decouple gas from prices, but the aforementioned draft limits itself to pointing out that the European Council summons itself to "study in more detail and with additional short-term concrete options put forward by the Commission as a matter of urgency, in particular to deal with the contagion effect of gas prices on electricity markets'.

For her part, the President of the

European Commission

, Ursula von der Leyen, is in favor of proposing a menu of options to the Heads of State and Government, so that everything can be studied, including limiting prices, as a solution. of consensus.

But nothing definitive.

Sánchez expressed concern in the

Financial Times

about a failure of his tour in this important chapter of intervening in the price of gas, because it would force him to take palliative national measures with a high economic and reputational cost for the Government.

“The summit cannot end without an agreement.

We need measures and we need them now," he told the British newspaper.

Sánchez maintains that "the economic impact of the war will be greater or less depending on Europe's response to the crisis."

A sign that Sánchez did not do well on Friday night in his meeting with the German chancellor, Olaf Scholz, is that the third vice president, Teresa Ribera, has already withdrawn her proposal to cap the price of gas at 180 euros.

"If the EU does not give us the tools to respond to this energy emergency, it will be difficult, not only for Spain, but for all the Member States, to bear the enormous economic cost," Sánchez warned in the British newspaper, although he did not expressly threaten, when least for now, with vetoing the conclusions of the European Council in the coming days if there is not a response up to what he demands.

Sánchez has postponed aid in Spain to cushion the increase in inflation in order to ensure that the European response saves him from having to take them.

However, diplomatic sources from the French presidency of the EU assure that the German position and that of other countries such as the

Netherlands

is closed against interventions in the market.

Sánchez does obtain support for the interconnections through the Pyrenees

In what the aforementioned draft of the European Council gives shelter to proposals of the President of the Government is in the interconnections.

Sánchez wants to take advantage of the opportunity of the European race to avoid dependence on

Russia

to relaunch electricity and gas connections through the Pyrenees that allow Spain to provide energy to its partners.

"The Member States and the European Commission will urgently complete our interconnections," he says in the aforementioned document.

Another instrument of the President of the Government to avoid a high cost for the public coffers -it already has one of the worst indebtedness and public deficits in the EU- is to try to get the energy sector to pay for part of the palliative measures.

It is about taking away the so-called "benefits from heaven" and the draft of the European Council allows taxes to be applied "temporarily".

However, the third vice president, Teresa Ribera, said at the end of a meeting with the leaders of the Spanish energy sector that this option was not on the table, despite the fact that Podemos requested it.

The most concrete measures foreseen by the European Council is to urge the member states to accelerate the improvement of gas storage so as not to go through the trouble of this winter and to try joint purchases to lower prices.

The President of the Government undertook last week an unusual tour for a leader who does not preside over the EU and which has included visits to

Rome, Paris and Brussels

.

The Spanish did achieve results in the battle that gave rise to the pandemic with a harvest of 140,000 million European funds for Spain for the period 2021-2026, but the outcome of the Summit is still uncertain.
