China News Agency, Beijing, March 21 (Reporter Chen Su) Liu Weiping, Vice Minister of China's Ministry of Water Resources, said on the 21st that the situation of floods and droughts in China this year is not optimistic.

South China has entered the flood season on the 17th of this month. On the same day, the Ministry of Water Resources of China held a press conference to introduce the flood and drought disasters in China this year.

Liu Weiping said that according to the inductive analysis and judgment of 9 factors including the "La Niña" phenomenon, ocean temperature, and snow cover on the Qinghai-Tibet Plateau, it is expected that floods and droughts will be severe in China's flood season this year. In the south, the possibility of drought in the middle is relatively high.

In terms of watersheds, Liu Weiping said that in the north, the central and northern water systems of the Nenjiang, Songhuajiang, Heilongjiang, and Haihe river basins, the main stream of the middle reaches of the Yellow River and its tributaries, the Jinghe and Fenhe, are likely to have large basin-like floods.

In the south, regional floods may occur in the upper reaches of the Yangtze River, the Xijiang River in the Pearl River Basin, and the southeastern coastal rivers.

Regional drought may occur in the central, middle reaches of the Yangtze River and the lower reaches of the Han River.

"Generally speaking, the flood and drought disaster situation this year is not optimistic."

Liu Weiping said that according to this year's forecast, the flood situation is mainly concentrated in the Ziya River, Daqing River and Beisan River system in the north-central Haihe River Basin, while the key areas of Beijing-Tianjin-Hebei are all here, and Beijing, Tianjin, and Xiongan New Area are all predicting that may happen. Within the scope of floods, last year's floods in the Yellow River Basin mainly occurred in the middle reaches of the Weihe, Fenhe, Luohe, and Yihe Rivers. This year, the Jinghe River is also included in the areas where floods are predicted to occur, so the pressure of flood control is huge.

On the 16th, the Ministry of Water Resources held a video conference on flood and drought disaster prevention work to analyze and judge this year's flood and drought situation, and make a comprehensive deployment of flood and drought disaster prevention work.

Liu Weiping said that the Ministry of Water Resources will seize the opportunity in the early stage of the flood season, speed up the maintenance and improvement of monitoring and early warning equipment, speed up the repair of disaster-damaged water conservancy projects, carry out pre-flood safety inspections on reservoirs one by one, focus on checking the hidden safety hazards of key parts of flood control, and strengthen the dispatching and application of water conservancy projects. , to ensure the unimpeded space for flood discharge and storage, improve the ability to defend against mountain torrent disasters, and coordinate the protection of drought-relief and water supply. Take the river basin as a unit, and systematically arrange various defense measures to ensure the safety of people's lives and property.
