  Since August last year, the Jiangyin Municipal Commission for Discipline Inspection and Supervision has carried out special supervision on outstanding issues such as multiple management, unclear subjects, and many risk points of clean government in the city's outdoor public service advertising spaces, anti-aircraft billboards and other state-owned advertising resources.

Through group on-site inspections and other methods, the staff verified that there were 1,623 outdoor billboards in the city, but after comparing the state-owned asset registration system, they found that there were 7 anti-aircraft artillery billboards in the prime urban areas missing information.

Is there a problem of encroaching on state-owned assets?

Investigators immediately came to the Civilization Office of the Municipal Party Committee Propaganda Department to understand the situation.

  "Are you in charge of the seven antiaircraft artillery billboards in the picture? Why can't you find information in the state-owned assets registration system?"

  "These billboards were handed over to the Municipal Radio and Television Advertising Co., Ltd. in 2013, and they are now operated and managed by them." The relevant person in charge of the Civilization Office explained after checking the fixed assets documents.

  Why don't the billboards that have already been handed over enter the information in the state-owned assets registration system?

With doubts, investigators found Gu, the general manager of the company, to verify the situation.

  "It's been so many years, I can't remember, maybe I forgot at that time." Gu replied.

  "How do these anti-aircraft billboards operate now?"

  "It's all rented out."

  "Can you show the lease contract then?"

  "This...should be in the finance department, but she is on vacation, not in the unit." Facing the investigator's questioning, Gu began to evade.

  By checking the company's financial information, investigators did not find the lease contract Gu said.

Gu's words were full of doubts, and the Municipal Commission for Discipline Inspection and Supervision decided to conduct further investigations.

  After investigation, since July 2013, a certain person Gu will receive a large amount of remittance from a certain Culture Media Co., Ltd. on the bank card from time to time, and the legal representative of the company is Gu's niece Gao Mou.

With this clue, the inspection team reviewed the advertising business contract of the Culture Media Co., Ltd., and although they did not find any business dealings with Gu's company, they found several items on the work order that involved the above-mentioned seven anti-aircraft artillery billboards. The rental information is attached with more than 10 rental entry records, and the total amount is consistent with the amount remitted to Gu's account.

As a result, the problem of Gu's use of his power to occupy state-owned advertising resources surfaced.

  It turned out that Gu established a "shadow company" in the name of Gao in 2012, which was actually controlled by him, and then took advantage of the transfer of state-owned assets and other opportunities to hide several outdoor anti-aircraft artillery billboards and transferred flowers to the "shadow company". From 2012 to 2020, it occupied a total of more than 6.47 million yuan in outdoor advertising revenue.

  In the end, Gu was expelled from the party, expelled from public office, and sentenced to eight years and six months in prison for embezzlement and fined 450,000 yuan.

  In response to the problems exposed by the case, the Jiangyin Municipal Commission for Discipline Inspection and Supervision took the case as a lesson and drew inferences from other cases, held a special warning education conference, and urged Jiangyin Media Group, a subsidiary of the Municipal Radio and Television Advertising Co., Ltd., to formulate and issue the management methods for state-owned assets. The staff of the business-run enterprises and their relatives carry out special rectifications to effectively standardize advertising operations, project procurement, asset leasing and other behaviors.
