A new constitution allows any baptized Catholic, even a woman, to be the head of an administration in the Vatican

Pope Francis on Saturday issued a new constitution for the Vatican's central administration known as the Curia, which recognizes that any baptized Catholic, including women, can head an administration in the Vatican.

Most departments in the Vatican are headed by clergy and, usually, cardinals.

And the development of the new constitution, which is 54 pages long, lasted more than nine years.

It will go into effect on June 5 and will replace a constitution approved by Pope John Paul II in 1988.
