The UAE digital government confirmed that the country’s laws prohibit the employment of children under the age of 15, and for those aged 15 to 18, they are allowed to work based on certain conditions and after obtaining a work permit for juveniles from the Ministry of Human Resources and Emiratisation.

She stated that citizens and resident expatriate students from the age of 15 and over can work and receive training at approved work facilities in the country, provided that they write a contract explaining the nature of work and other related matters, noting that there are four conditions for students to work during the summer vacation.

In detail, the UAE government confirmed that, according to Article 5 of the UAE Labor Law for the private sector, it is prohibited to employ juveniles of both sexes, before the completion of 15 years of age, and the Ministry of Human Resources and Emiratisation does not grant work permits to any Emirati juvenile, or resident expatriate under the age of 15.

On the other hand, the law allows juveniles (between the ages of 15 and 18) to work under official work permits issued by the ministry, provided that the employer who wishes to employ the juvenile fulfills certain conditions that include the written consent of the juvenile’s guardian, or his guardian or guardian, A certificate of health fitness for the required work, issued by the concerned medical authorities. The maximum actual working hours for juveniles are six hours per day. The working hours must include a period or more of rest. Juveniles should not be employed from seven in the morning until seven in the evening.

According to the law, juveniles may not be employed at night in industrial projects, or in work that is dangerous or harmful to health.

Regarding work permits for students and their training in private sector facilities, the government indicated that since 2016, the UAE government has issued several decisions allowing students to work and receive training in establishments operating in the country, the latest of which was Ministerial Resolution No. (519) of 2018 regarding the controls and conditions for training and employment of students, According to this decision, any licensed facility in the country can train students from the age of 15 and over, provided that there is a written contract. The contract must include the areas of training, the training period, the dates of weekly and other vacations, the value of the reward, if any, and any benefits granted to the trainee.

Any facility may also employ students who have reached the age of 15 and over, during their study leave, for a period not exceeding three months at a time.

She stated that there are four conditions for employing or training a student, in addition to the general conditions found in Article 5 of the UAE Labor Law, which include providing proof of the student's capacity, an Emirates ID card, a valid residence in the country, for a foreign student wishing to train or work, a certificate No objection from the educational authority to which the student belongs in the event of training, knowing that the trainee or working student is not entitled to an end-of-service gratuity, or any vacations except within the limits of what is stipulated in the contract.

International agreements on the rights of the child

The UAE digital government reported that the UAE has signed on to the membership of several international conventions on the rights of the child, including the Convention on the Rights of the Child (1997), and the nine ILO conventions, including topics on working hours, forced labor, labor inspections, and night work for women.
