• Yannick Jadot, EELV candidate, who probably hoped for more than the 5.5% of voting intentions with which he is credited in the polls, decided to make this presidential campaign to the end.

  • Less than a month before the first round of the presidential election, he insists that the project he is proposing to the French is "a revolution".

  • Faced with the projection of a rise in inflation of the order of 3.7% to 4.4%, he proposes to "rebalance the territories" and "protect the purchasing power" of the French with what he calls a “13th green month”.

He says he is "the only figure of ecology" in this campaign.

And affirms that with him as head of state, this “next world” so hoped for by some at the end of the first confinement, in the midst of a coronavirus pandemic, will no longer be just wishful thinking.

Yannick Jadot, who probably hoped for more than the 5.5% of voting intentions with which he is credited in the polls, has decided to make this presidential campaign to the end.

An “absolute priority”, even “an obsession”, by his own admission.

Less than a month before the first round of the presidential election, the environmental candidate answered questions from

20 Minutes,

Wednesday noon, in his Parisian headquarters.

You make “multilateral nuclear disarmament” one of your priorities.

How to convince the countries?

Isn't that anachronistic in these times of war?

What is happening in Ukraine shows that war can take place on European soil, that it can be atrocious and that it threatens democracy, security and peace on the continent.

Nuclear proliferation remains a considerable threat to humanity.

We have also seen Putin mention this nuclear weapon.

It shows the danger we face.

In the face of these threats, multilateral disarmament initiatives must be relaunched.

Are we not, precisely, protected by our nuclear deterrent?

Compared to crazy people?

No never.

About terrorist groups?

No never.

If we want to avoid proliferation, the countries that have them must gradually reduce their arsenal in order to get out of it.

That's the balance.

Today, the question is not to disarm unilaterally, but to relaunch initiatives.

You plead for a European defence.

Isn't that wishful thinking, when Germany, where environmentalists rule alongside social democrats, has increased its own military budget and bought American planes?

It is a necessity.

Is it easy?

No.

We see how, in the Sahel, the French army is in difficulty.

We also see that the threat exists in Ukraine, in Syria, in Libya, that is to say in our neighbourhood.

If we want to have a foreign policy capable of intervening, and if we want to weigh against Putin or against Xi Jinping, we need a European defense policy.

But indeed, the first signals sent by Germany in terms of equipment purchases are not in this direction.

However, we must have European autonomy in terms of armaments.

You say you want to "reduce our dependence on Russian gas", but several candidates believe that it is nuclear power that allows us to be independent from Russian gas, precisely...

Vis-à-vis gas, but not vis-à-vis Russia.

50% of our uranium comes from the former USSR: Kazakhstan and Uzbekistan in particular [about 38% from 2005 to 2020].

At this very moment, we have Rosatom, the nuclear giant, very close to Putin, which is in the process of buying 20% of GEAST, a French company that builds nuclear turbines.

What is said about independence is therefore not true.

On the energy issue, in recent months we have seen Emmanuel Macron be the first defender of gas, by including it in the European taxonomy as green energy, to save nuclear power.

So the question is not nuclear versus gas, it's nuclear with gas versus energy saving and renewable energies.

Germany, which launched the exit from nuclear power, depends enormously on Russian gas (55% of imports)…

Yes, more than us, because we have contracts with Algeria and historically we have other types of supply.

But in ten years gas has stagnated in Germany as they cut nuclear and coal.

How do we get out of our dependence on gas?

Emmanuel Macron proposes new nuclear reactors, so we have to talk about the price.

The Flamanville EPR was supposed to be 3 billion, it's 20 billion today.

Wanting to build six, eight or fourteen EPR-type reactors is totally absurd for the purchasing power of the French.

Proponents of the atom, however, assure that this "low carbon" energy allows us to have cheaper electricity compared to our neighbors...

Cheap electricity is a joke.

With EDF which is in debt up to its neck, it is the taxpayer who pays.

Today, electricity is expensive because we have thirteen nuclear reactors closed for maintenance, because our fleet is aging.

So we import a lot of electricity on the European market.

Today, it is twice as expensive to have renewable energies as electricity of the EPR type.

So building reactors for 2040-2045 does not meet the challenges of the moment.

I want to put the package on renewable energies.

The fastest way today is to install photovoltaic panels on flat roofs, supermarkets, car parks, schools, etc.

Everyone is lucid about our dependence on nuclear power, so I don't shut down reactors when I come to power.

But we close the oldest ones, as we can do without them.

It took 20-25 years to build our park.

It will take that long to get out.

Is your project of sobriety, it is to tell the French that they will have less comfort, with necessary reductions in heating, less hot water, shared habitats...?

My ecology is not a cold shower in the dark every week.

When you reduce your energy consumption in your home, it's not to be colder.

To insulate is to be less cold in winter and less hot in summer.

So it's more comfort.

However, this sobriety implies lifestyle changes…

Yes, but for example, I set up the mandatory sustainable mobility package in companies, which covers up to €1,000 of fuel.

Carpooling, you can say it's a life changer for those who don't have access to public transport.

But is it a sacrifice?

You will go faster because you will have lanes reserved for carpooling, and you will reduce your expenses, so it is more purchasing power.

You organize yourselves differently, that's all.

In addition, I want to reduce constrained mobility, by putting shops or public services back nearby.

So it goes through a redevelopment in the countryside?

Of course, we must rebalance the territories.

The "yellow vests" told us how isolated they felt because they had to live far from overpriced metropolises.

My whole project aims to make economic relocation around recycling, repair, reuse.

Innovate around the circular economy.

Basically, with my project, we live better everywhere.

Do you believe you are carrying out a revolutionary project?

Yes (pause).

But it's a revolution in our modes of production and consumption, ways of sharing in society.

It is a revolution that saves us from chaos in the face of climate change.

Because if the bills of the French have exploded, it is also linked to climate inaction.

What to propose for the purchasing power of the French, in particular in view of the inflation forecast at 3.7% or 4.4% in 2022?

The transformations mentioned will make it possible to protect purchasing power.

It's the 13ᵉ green month, saving the expenses you no longer have to do.

But there is also an emergency.

I therefore propose to raise the energy check to 400 euros for the 6 million most modest families.

And I propose a fuel check of 100 euros for 15 million average families.

In addition, I would like the minimum wage to be increased to 1,400 euros net.

Should there be a carbon tax on fuels?

No, I won't unfreeze it.

We are not starting on an upward trajectory.

I am more for what is called the "floating TIPP", which adapts according to international energy prices.

Some of the youth, interested in climate issues, seem to be turning more to Jean-Luc Mélenchon, who has also received the support of the Popular Primary.

Why are you not the figure of ecology in this campaign?

I am convinced of being the figure of ecology in this campaign.

I am the only environmental candidate.

At European and municipal elections, we were told exactly the same story.

“People aren't interested in ecology” or “you don't embody youth”.

In the Europeans, we did twice as much as announced and we were the first young people to vote.

Because the climate, the fight against violence against women or racism, animal suffering, which are priorities for young people, are at the heart of our project.

I also propose a citizen income paid automatically at 18, which will not leave anyone below the extreme poverty line, at less than 920 euros.

So Jean-Luc Mélenchon is not the useful vote?

Voting useful for what?

To say that we can abandon the Ukrainians?

To say that we can abandon the Uighurs to the genocide, because we don't want to vote to recognize this genocide?

Jean-Luc Mélenchon is in capitulation vis-à-vis Putin.

It is in the abandonment of the Ukrainian populations as it was already in the abandonment of the Syrian populations.

It's not new.

He holds a speech of peace which is intended to be very thoughtful, very intelligent.

But in fact, when you have women and men fighting for their freedom in the face of a dictatorship, I don't understand its non-alignment.

Between the victims and the executioner, I always take sides.

Is it the international that makes the distinction between you?

France is my home.

Europe is my village and my project.

Do you really think that we are going to build a peaceful world, a world of mobility, a world of freedom and democracy, which, at the same time, fights against climate change, which stands up to the great powers and dictatorships, withdrawn towards our French borders?

I do not believe it one second.

You propose to create a criminal offense of ecocide and to appoint a Defender of Nature.

Doesn't that lack a bit of “radicality”?

Why not go even further, as New Zealand was able to do, by elevating natural entities to the status of persons?

First of all, there is work to be done in our country.

Already, giving status to all animals is a struggle.

We are not yet to rule on the legal personality of the rivers.

So yes, we must make progress on attacks on nature.

Both on the crimes of ecocide and the maximum recognition of nature in law.

But it is true that we are not yet at the stage of New Zealand.

But isn't it precisely the role of a head of state to push the cursor a little further?

We are in a country that has been built a lot on the domination of nature.

So we are already going to consolidate and constitutionalize the climate.

This is what I call “the golden climate rule”.

Each euro of public money invested will be conditional on the issue of climate, social issues and gender equality.

On the agricultural side, you say you want to get out of factory farming within ten years.

Concretely, how do we do it?

The idea is to sign a contract with breeders to promote the development of the agro-ecological system, with animals that go back outside, that are not in cages like in the L214 videos.

But today, to receive more public money, you have to eat your neighbor and enlarge your building.

This results in an increasingly precarious system for peasants who run into debt.

I want to put these debts back in the negotiations and return to more sustainable, more respectful models, in which farmers will live better and will be more numerous.

We will fight against over-indebtedness and over-investment in agriculture, by proposing debt recovery by the Caisse des dépôts et consignations (CDC), by redirecting investment aid towards the most autonomous systems.

Among the measures announced by Emmanuel Macron, in his program as a candidate, there is retirement at 65 and the RSA conditioned on a minimum of activity.

What inspires you?

That it will be the

status quo

, only worse.

We are still in a five-year period where the richest have enriched themselves thanks to the abolition of the ISF or the

flat-tax

.

And the poorest are impoverished.

The president continues to divide our country.

He considers that people who receive social minima are assisted.

It's unbearable !

Today, there are 4 million poorly housed people, 10 million poor people and 12 million people who are unable to heat themselves in winter.

Emmanuel Macron thinks these people are at home, watching Netflix on their huge plasma screen.

This is not reality.

These are people who suffer!

Moreover, postponing the retirement age will further exhaust people with the most disrupted and difficult careers from the point of view of health at work.

I propose to put back the question of arduousness to reduce these disparities.

Gérard Larcher said that with this strange campaign, and the fact that Emmanuel Macron does not debate, if he is elected, he will be illegitimate.

Are you okay with that?

French people must be able to choose the society in which they want to live.

If we don't have that debate, we will have a major democratic problem, and the person who will be elected will be poorly elected.
