Judge Josep Seguí of the Superior Court of Justice of Catalonia (TSJC) is clear: "The circumstantial facts would show that Laura Borràs abused the functions that she had recognized as director of the Institució de les Lletres Catalanes (ILC) by issuing unfair resolutions to approve the awards of the 18 minor contracts" that allegedly favored a friend of his, Isaías H.

For this reason, the court processes Borràs, along with his collaborator and two other people who participated in the preparation of these concessions, for the crimes of prevarication, administrative fraud, embezzlement of funds and falsehood in commercial documents.

He considers that there is sufficient evidence that the current president of Parliament issued these "unfair resolutions" to "only favor the interests of Isaías H. to the detriment of the general interests that she should defend."

In this way, the TSJC urges the Prosecutor's Office to present an indictment against Borràs and the rest of the defendants, which leaves the President of the Parliament one step away from the bench.

The court investigated Borràs for allegedly fraudulently awarding his friend Isaías HF 18 computer programming contracts worth 259,863 euros when he directed the ILC, between 2013 and 2017, illegally splitting them up and falsifying the budgets of the files.

In the case there are numerous messages between Borràs and Isaías H. in which the president set the amounts of the payments and the procedures to be approved by the ILC, since they had to be processed as minor contracts, of less than 18,000 euros, in order to hide the true provider of the service, according to the investigators.

"The electronic communications maintained between Laura Borràs and Isaías H. are sufficiently solid indications of agreement between the two of them to defraud the ILC, leading to formal contracting of computer services revealing a violation of a special relationship of trust that appeared after her appointment as director of the public institution," says the TSJC.
