  "Investigators have questioned hundreds of witnesses and processed thousands of pieces of evidence," Palmer said. "It took police four years to get results, but we always believed that day would come."

  The Vancouver Police Department has always believed that Whiteside was involved in a gang fight, and he came to the area that night and planned to kill Navas-Rivas, a 28-year-old man.

Whiteside was shot and killed by another gunman as they left the restaurant while Rivas and his girlfriend were dining at a nearby restaurant.

  Palmer has pointed out that the case involves the worst gang violence in Vancouver in the past 10 years.
