Today, the UN Security Council will hold an emergency session at the request of Russia to discuss the biological weapons file in Ukraine, after Moscow accused Kyiv and Washington of manufacturing biological weapons to spread deadly diseases through animals, which the United States and Ukraine denied.

Diplomatic sources told Al Jazeera that the UN Security Council will hold an open session today on developments in Ukraine, during which Izumi Nakamitsu, UN Under-Secretary-General for Disarmament Affairs, briefed the Council.

Dmitry Polyansky, the Russian deputy representative to the Security Council, said in a tweet on his Twitter account that the Russian mission had requested the meeting to be held to discuss what he described as the United States' military biological activities on the territory of Ukraine.

Russia accuses the Kyiv government of running, in cooperation with Washington, laboratories in Ukraine with the aim of producing biological weapons, and Moscow asked the US administration to explain to the world why it supports what it describes as a military biological program in Ukraine, which includes pathogens of deadly diseases such as plague and anthrax through migratory birds between Ukraine and Russia.

On Thursday, Russian Foreign Ministry spokeswoman Maria Zakharova said in a press statement that Moscow revealed evidence of a secret program funded by Washington in Ukraine to develop biological weapons, during what the spokeswoman called the special military operation that Russia launched in Ukraine since February 24.


On Monday, the Russian Defense Ministry said that there are 30 state biological laboratories in Ukraine.

Russia had previously accused in 2018 the United States of secretly conducting biological experiments in a laboratory in Georgia, which, like Ukraine, a former Soviet republic seeking to join both NATO and the European Union.

Washington and NATO

In response to the Russian accusations, the United States on Wednesday denied Moscow's allegations, describing them as "ridiculous" and hinting that Russia may be preparing the ground for the use of chemical or biological weapons in Ukraine.

US State Department spokesman Ned Price said in a statement yesterday evening that Russia is "making up false pretexts in an attempt to justify its horrific actions in Ukraine."

White House spokeswoman Jen Psaki said that Russia's accusation of its country's manufacture of biological weapons in Ukraine is a kind of disinformation, and that Moscow has a biological and chemical program.

A Ukrainian presidential spokesman said Kyiv "strongly denies any such claim," referring to previous Russian accusations.

"The lies about chemical weapons are part of Russia's murderous disinformation tactics," NATO spokeswoman Oana Lungescu said in a statement. "The fact is that the Kremlin has used banned chemical weapons against opponents like Alexei Navalny."

Reuters reported that Ukraine, like many other countries, has health laboratories that conduct research on how to address threats of serious diseases affecting animals and humans.

Its laboratories have received support from the United States, the European Union and the World Health Organization.

And the US Director of National Intelligence said yesterday, Thursday, that Kyiv does not seek to acquire biological or nuclear weapons, as Russia promotes, adding that Ukraine runs biological research laboratories, and that Washington helps it in the field of biosecurity.

Reuters quoted the World Health Organization as saying that it had advised Ukraine to get rid of high-risk germs in its laboratories.

It should be noted that Russia has been waging a war against its neighbor Ukraine since February 24, under the pretext of disarming the weapons that pose a threat to Russian security, and Kyiv's preparation to launch an attack on the separatist forces backed by Moscow in the Lugansk and Donetsk regions, who announced the separation from Kyiv years ago.
