This is part of the collateral tragedies due to the conflict in Ukraine.

A decree published Thursday in the Official Journal stipulates that "all international adoption procedures concerning children having their habitual residence in Ukraine by any person residing in France are suspended for a period of three months", as of March 7.

A second decree published on the same date announces in similar terms the suspension of procedures for the adoption of Russian children by French people.

"This suspension measure applies to files that have not given rise, on the date of publication of this decree, to a decision by the competent Ukrainian (or Russian) authorities to put the child in contact with the candidates for adoption", specify the decrees.

What is the share of adopted Russian and Ukrainian children

Two children from Russia were adopted in France in 2021, and seven from Ukraine, according to statistics from the Mission for International Adoption, an organization attached to the Quai d'Orsay.

The flow of adoptions from Russia, which between 2007 and 2013 was among the most important countries of origin of adoptions in France, has continued to decrease in recent years, going from 292 in 2011 to 23 in 2018, 11 in 2019, 7 in 2020, according to these statistics.

Less than a dozen children from Ukraine have been adopted each year in France since 2014: 8 in 2018, 4 in 2019, 3 in 2020.
