The Secretariat of the Fifth Session of the Third National People's Congress received 487 proposals from delegates, an increase from 473 last year.
According to Guo Zhenhua, Deputy Secretary-General of the Standing Committee of the National People's Congress and head of the motion group of the Congress Secretariat, the vast majority of motions proposed by deputies this year are legal motions, with a total of 474, showing three characteristics:
First, closely follow the major decisions and deployments of the Party Central Committee and improve the important legal system that is urgently needed for national governance.
Delegates put forward proposals to formulate laws on public health emergencies, food security, energy, and carbon peaking, carbon neutrality promotion, digital economy, big data, and social credit.
The second is to focus on the people's thoughts and expectations, and improve the legal system that meets the people's yearning for a better life.
Delegates put forward proposals to formulate the Law on Preschool Education, the Law on Social Assistance, the Law on Anti-Telecom and Internet Fraud, the Law on Nursery Services and Elderly Care Services, and the Amendment of the Law on Vocational Education, the Law on the Protection of Women's Rights and Interests, etc. Reflect more prominent problems in the field of people's livelihood.
The third is to closely integrate the work points of the Standing Committee of the National People's Congress and the legislative plan, and promote the acceleration of the pace of legislative work on the premise of ensuring quality.
Delegates put forward proposals to formulate the Law on Rural Collective Economic Organizations, the Civil Enforcement Law, the Law on the Protection of Black Land, and the Amendment of the Company Law, Anti-monopoly Law, Enterprise Bankruptcy Law, and Public Security Administration Punishment Law.
