He pointed out that the most important thing is to help those low-income groups, that is, groups currently below the standard of the middle-income group, to improve their human capital and enhance their ability to make a bigger cake.

At the same time, it is also necessary to emphasize equal opportunities and create conditions for them to make a bigger cake.
