“The Ukrainian side categorically refuses to cooperate on the issue of evacuating people from Kharkiv and Sumy,” Nebenzya said.

He called “understandable” the intention of Kyiv to prevent the exit of civilians and foreigners who wish to enter Russia by any means.

“He is afraid that people, once free, will tell the truth about the actions of Ukrainian radicals,” Nebenzya suggested.
