China News Agency, Geneva, March 3 (Xinhua) -- Chinese Ambassador for Disarmament Li Song delivered a speech at the plenary session of the Conference on Disarmament (CD) in Geneva on the 3rd, introducing China's position and proposition on the Ukraine issue.

  Li Song said that the development of the situation in Ukraine is not in the interests of any party.

China has always decided its position on the merits of the matter itself.

China's basic position on the Ukraine issue is consistent and clear. It always advocates respecting the sovereignty and territorial integrity of all countries and peacefully resolving international disputes in accordance with the purposes and principles of the UN Charter.

The immediate priority is to prevent the situation from deteriorating further, while increasing diplomatic efforts.

  Li Song pointed out that Russia and Ukraine have held the first round of negotiations, and both sides have shown their willingness to continue the negotiation, which China welcomes.

Faced with a complex and sensitive situation, China does not support any practice that intensifies conflicts, and calls on the international community to stick to the general direction of political settlement and create a favorable atmosphere and conditions for direct dialogue and negotiation between the parties.

  Li Song stressed that the current situation in Ukraine did not happen overnight, but was the result of a long-term combined effect of various factors.

Ukraine should be a bridge between East and West, not a frontier of great power confrontation.

The Cold War is long over, and the new Cold War is unpopular.

Blindly applying pressure and sanctions, creating split and confrontation will only make the situation more complicated, and the negative impact of the crisis will quickly spill over and even involve more countries.

The final solution to the Ukrainian crisis is to abandon the Cold War mentality, the logic of maintaining one’s own security at the expense of other countries’ security, and the practice of seeking regional security by expanding military blocs. On the basis of attaching importance to and respecting the reasonable security concerns of all countries, dialogue must be carried out. Negotiations seek to build a balanced, effective and sustainable European security mechanism.

  Li Song said that China advocates a common, comprehensive, cooperative and sustainable security concept.

We call on the international community to act in a responsible manner, push relevant parties to return to the track of political settlement as soon as possible, and seek a comprehensive solution to the Ukraine issue through dialogue and consultation.

China is willing to continue to play a constructive role in this regard.

  Talking about the CD, Li Song pointed out that the work of the CD is closely related to the international situation outside the conference. A serious commitment to mutual respect, understanding and trust among member states, and a more pragmatic approach to substantive work on various important issues is the correct way to reactivate and revitalize the CD.

China is willing to work with all parties to make due contributions to maintaining international peace, security and stability and promoting multilateral arms control, disarmament and non-proliferation processes.
