This decree is valid only in wartime.

According to the Ukrainian Independent News Agency, according to the presidential decree, from the 1st local time, a temporary visa exemption system will be implemented for foreign citizens who want to join the "International Army for the Defense of Ukraine".
According to TASS, RIA Novosti and other media reports, Zelensky announced on February 27 the establishment of the "Ukrainian Territorial Defense International Team", which is composed of foreigners who hope to participate in the repulsion of the Russian army.
He also said that willing foreigners to go to Ukraine to fight will be the main proof of the international community's support for Ukraine.
