His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, chaired the Cabinet meeting held at Expo 2020 Dubai in the presence of His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance and Lt. In detail, during its meeting, the Council of Ministers approved a new policy for housing loans, according to a mechanism that ensures coverage of all expected requests for the coming years, in order to support the goals associated with reducing the waiting period for requests.

The Council will supervise the management of balanced development projects, their workflow, and coordination With relevant ministries and local authorities regarding development plans for villages and regions, implementation time plans, follow-up of projects and plans implementation, and approval of the proposed partnership areas with the private sector, especially national companies.

The balanced development projects will contribute to creating an economic tributary that supports the national economy, achieving social stability, adopting green environmental solutions, and integrating new technologies and methods of rationalizing energy and water consumption through these projects in the targeted regions and villages.

In legislative affairs, the Cabinet approved, during its session, a draft amendment to the federal law regarding medical products, the pharmacy profession, and pharmaceutical facilities, in the context of encouraging and attracting investment projects in the health sector and supporting its global competitiveness, and working to expand the scope and areas of work of pharmaceutical facilities in the UAE, including It complies with the Companies Law by allowing establishments and companies owned entirely by foreigners in the country to contribute to the development and investment in this sector.

The Cabinet also approved an Emirati system to promote the principles of tolerance and coexistence in work environments in all agencies and institutions, whether in the governmental, local, private or semi-governmental sectors. and take advantage of it.

During its session, the Council approved a set of Emirati technical regulations in a number of production and service sectors. The move aims to harmonize and standardize legislation and standards with the Arab Gulf countries, enhance Gulf economic integration and investment opportunities, facilitate trade exchange between the state and various countries around the world, and increase and support diversity in import sources. From global markets, supporting the growth of national industries for priority consumer products in the industrial sector and enhancing their competitiveness.

The Council approved the executive regulations of the federal law issued regarding rules and certificates of origin, which support the contribution of the industrial sector to the gross domestic product, by facilitating the access of Emirati products to global markets under preferential certificates of origin that grant the national product preferential treatment, and regulate the work of exporting industrial facilities. On the other hand, the Council of Ministers, in its meeting, approved the amendment of the executive regulations of the federal law regarding the regulation of the auditor’s profession, which included specifying the types of auditors’ registration records, data, conditions and documents for registration in the auditors’ register for natural and legal persons practicing the profession, and other provisions complementing the law.

In regulatory affairs, the Council of Ministers approved, at its meeting, the draft annual budget of the Emirates Investment Authority for the fiscal year 2022, and also approved the request of the Federal National Council to discuss the topic of “government policy in the matter of water security.”

In international relations, the Council adopted the decision to establish a state embassy in the Kyrgyz Republic in Bishkek, to join the Glasgow Leaders' Declaration on Forests and Land Use, and the Global Methane Pledge.

The council ratified a number of agreements, which included an agreement between the government of the state and the government of the Republic of Iraq to encourage and protect investment, an agreement with the government of Jersey regarding the promotion and protection of investment, an agreement with the Democratic Republic of the Congo to avoid double taxation and prevent financial evasion with regard to taxes on income, and an agreement with the Kingdom of Belgium regarding extradition.
