Democratic Party leader Song Young-gil asked for the cooperation of the opposition party, saying that it would democratize the power structure through constitutional amendment to the national unity.



In the morning, CEO Song held a press conference in Yeouido, Seoul, under the theme of 'Proposal for political reform for national unity' and said this.



CEO Song diagnosed that it is an extraordinary situation in which difficulties are piled up, including overcoming the corona crisis, climate change, inter-Korean relations, competition for global hegemony, and polarization, and insisted that one or two good policies or tinkering prescriptions alone cannot overcome this difficult situation.



In order to overcome this crisis, he suggested that the Democratic Party should reflect on it first and break up with outdated politics.



Chairman Song first introduced the Prime Minister's National Assembly recommendation system and presented a blueprint for forming the People's Cabinet.



The prime minister is recommended by the ruling and opposition parties after consultation, and the Prime Minister's personnel request procedure will be institutionalized into law.



Through this, he expressed his will to form a people's cabinet with the best people beyond the camp and reform from the 'Blue House government' to the 'People's Government'.



Chairman Song also announced that he would establish a national basic plan through the 'Policy Cooperation Committee of the ruling and opposition parties'.



The transition committee is faithful to the administrative takeover work, the new government's policy task is to make policy cooperation between the ruling and opposition governments, and the 'Basic State Plan' is agreed upon and decided at the National Assembly based on the common promise of the presidential election.



The formation of a 'non-partisan National Security Council' was also put on the agenda.



The plan is to institutionalize the participation of representatives of the opposition and opposition parties in the 'National Security Conference' for bipartisan cooperation in the field of diplomacy and security.



CEO Song also formed the ‘Great Social Compromise Committee’ to overcome polarization, and immediately after the inauguration of the new government, the president, the National Assembly, and socio-economic actors jointly form a committee. He explained that he would establish a roadmap to pursue.



At the same time, he expressed his will to reform the electoral system for the 'National Assembly'.



President Song said that the winner-take-all election system should be reformed to realize a multi-party system and uphold the will of the people.



As for specific measures, various public opinions such as generation, gender, class, and region are reflected by strengthening proportionality, such as the interlocking proportional representation system, which prevents satellite parties in the National Assembly elections, the proportional representation system by region, and the major constituency system with three or more members in local elections. The goal is to create an electoral system.



In addition, Chairman Song added that he would democratize the power structure through 'national unification constitutional amendment'.



Although the revised Constitution in 1987 reflected the demands of the time, including the 'overthrow of the dictatorship', it was diagnosed that it was not able to capture the changes that had occurred over the past 40 years. said.



For mid- to long-term and integrated national administration, the introduction of a four-year presidential term system and runoff voting system was also emphasized.



He emphasized that he would establish a 'Special Committee on Political Reform for National Unity' in the National Assembly as soon as the presidential election is over in order to actually promote such a political reform plan.



Chairman Song said that although the Democratic Party proposes 'politics of national unity' first, he will not stick to only the proposals they have made, leaving room for negotiation to add and supplement specific methods if the direction toward national unity politics is the same.



At the same time, he asked for the cooperation of the opposition to create a stream of irreversible political change that would result in better outcomes if multiple parties and candidates gather wisdom through discussions together.
